KP to Increase Human Resource Management Budget by 21% Under Governance Reform Plan
The Khyber Pakhtunkhwa government plans to increase funding for its Human Resource Management Department by 21% over the next three years as part of a broader strategy to strengthen governance, improve institutional capacity, and modernize the civil service.
According to the Medium-Term Budgetary Framework (MTBF) 2026-27 to 2028-29, the department’s allocation is projected to rise from Rs16.873 billion in 2026-27 to Rs20.416 billion in 2028-29, reflecting the provincial government’s continued focus on administrative reform.
Governance Reform Receives Largest Share
Budget documents show that improving governance and institutional capacity will remain the department’s primary focus.
Funding for this area is expected to increase from Rs14.857 billion in 2026-27 to Rs17.978 billion by 2028-29, accounting for nearly 88% of the department’s total projected allocation throughout the budget period.
The allocation will support initiatives aimed at improving public administration, strengthening government institutions, and enhancing service delivery.
Higher Spending Planned for Policy and Administrative Services
The government plans to increase funding for policy formulation, implementation, and administrative services from Rs7.413 billion to Rs8.970 billion over the three-year period.
Support services for ministers, advisers, special assistants to the chief minister, and civil servants are also projected to receive additional funding, rising from Rs7.444 billion to Rs9.007 billion.
Focus on Civil Service Capacity
The MTBF allocates additional resources to strengthen human resource management policies and develop a more capable, accountable, and responsive civil service.
Funding for this component is expected to increase from Rs1.270 billion in 2026-27 to Rs1.537 billion in 2028-29. Planned reforms include improvements in career planning, performance management, bureaucratic training, minimum tenure for senior officials, and measures aimed at reducing political interference in the civil service.
Accountability Measures Continue
The budget framework also projects higher allocations for initiatives supporting transparency and accountability in government.
Funding for these measures is expected to increase from Rs744.9 million in 2026-27 to Rs901.4 million in 2028-29, supporting implementation of the Ehtisab Commission Act and the Conflict of Interest Bill, according to the budget document.
