HEC Reviews Major Higher Education Reforms, AI Courses and Future Skills Agenda

ISLAMABAD: The federal government has reviewed major higher education reforms aimed at improving university governance, graduate employability, research quality and industry-relevant skills across Pakistan.

A high-level meeting chaired by Federal Education Secretary Nadeem Mahbub reviewed the ongoing reforms and future strategic priorities of the Higher Education Commission (HEC).

The HEC chairman, executive director and senior officials of the Ministry of Federal Education and Professional Training and HEC attended the meeting.

The meeting was briefed on a wide-ranging reform agenda covering university governance, accountability, leadership, quality assurance and stronger academic standards.

AI Course Across Degree Programmes

A key part of the reform programme is the proposed “AI for All — AI in All” three-credit course across degree programmes.

The meeting also reviewed plans to align university curricula with Industry 5.0 and emerging requirements of Pakistan’s job market.

The reforms include the establishment of Centres of Excellence in artificial intelligence, robotics, machine learning, data centres and cloud computing.

Focus on Employability and Industry Needs

Officials also discussed market-oriented degree programmes and stronger links between universities and industry to ensure graduates are better prepared for employment.

The reform agenda includes dual, double and joint degrees, transnational education and stronger academic partnerships.

Greater emphasis is also being placed on research that delivers measurable economic and social impact rather than remaining limited to academic output.

A National Future Skills Observatory is also planned to identify emerging skills demand and help universities align academic programmes with future workforce needs.

University Governance and Quality Assurance

The meeting reviewed measures to improve university governance, accountability and institutional leadership.

Quality assurance and accreditation standards are also being strengthened as part of efforts to improve academic performance and the overall quality of higher education in Pakistan.

Officials said social entrepreneurship, innovation and industry-academia collaboration would also receive greater attention under the reform programme.

Pakistani Universities Improve Ranking Presence

The meeting was informed that around 48 Pakistani institutions are featured in Times Higher Education rankings, while 18 Pakistani universities are included in QS rankings.

Nadeem Mahbub stressed that higher education reforms should ultimately result in better-qualified graduates, stronger employability, greater innovation and more impactful research.

He said universities must be better aligned with Pakistan’s economic and national development priorities and appreciated the reforms recently initiated by HEC.

The Ministry of Federal Education and HEC agreed to continue close coordination to ensure effective implementation of the reforms and measurable results across Pakistan’s higher education sector.
