GEPCO privatisation draws strong local, foreign investor interest

ISLAMABAD: The privatisation of Gujranwala Electric Power Company (GEPCO) has attracted interest from 11 prospective investors from Pakistan, Türkiye and Saudi Arabia, the Privatisation Commission said on Friday.

The investors have submitted Expressions of Interest (EOIs) to acquire between 51 per cent and 100 per cent shareholding in GEPCO along with management control.

The interested parties include three Turkish companies — Aktor Elektrik Enerji Yatırımları San. ve Tic. A.Ş., Genvera Enerji A.Ş. and Cengiz Enerji Sanayii ve Ticaret A.Ş. — along with Saudi Arabia’s Al Sharif Contracting and Commercial Development Company.

Pakistani bidders include Engro Energy Limited, Sapphire Fibers Limited, K-Electric Limited and Shirazi Investments (Pvt) Limited.

Consortiums involving Hub Power Holdings and Lucky Cement, Artistic Milliners and Fatima Group, and AKD Securities, Fast Cable and Mughal Steel Group have also submitted EOIs.

The Privatisation Commission said the response followed domestic and international roadshows held over the past six months as part of the government’s electricity distribution company privatisation programme.

Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairman of the Privatisation Commission, said the response reflected investor interest in Pakistan’s electricity distribution sector and the government’s privatisation programme.

He said the next phase would involve engagement with prequalified investors during due diligence and discussions on the post-privatisation framework.

According to the commission, the transaction is aimed at improving operational efficiency, modernising electricity distribution infrastructure, strengthening customer service and reducing system losses.

The government also expects the process to support a more financially sustainable power sector and, over time, create conditions for more competitive and reliable electricity distribution.

The EOIs and Statements of Qualification submitted by the interested parties will now be evaluated against approved prequalification criteria.

Applicants meeting the requirements will move to the next stage of the transaction and receive access to a Virtual Data Room to conduct detailed buy-side due diligence.

GEPCO is one of three electricity distribution companies included in the first batch of the government’s DISCO privatisation programme, alongside Faisalabad Electric Supply Company (FESCO) and Islamabad Electric Supply Company (IESCO).

The commission received EOIs from 12 interested parties for FESCO by its August 7 deadline, while the deadline for submitting EOIs for IESCO is September 7, 2026.

The Privatisation Commission said it would continue the process through competitive bidding and prequalification as part of the federal government’s broader power-sector reform programme.
