Climate Development Budget Rises 8.4pc as Green Pakistan Programme Gets Major Share

ISLAMABAD, July 6, 2026: The federal government has increased the Ministry of Climate Change and Environmental Coordination’s development budget by 8.4 percent for FY2026-27, with most of the allocation set aside for the Green Pakistan Programme.

According to Public Sector Development Programme documents available with Wealth Pakistan, the ministry’s development allocation has been fixed at Rs2.478 billion for FY2026-27, compared with the revised allocation of Rs2.286 billion in FY2025-26.

The increase follows a reduction in the previous fiscal year, when the ministry’s original development budget of Rs2.784 billion was revised downward after cumulative surrenders of Rs498.1 million directed by the Prime Minister’s Office.

Green Pakistan Programme dominates allocation

The Green Pakistan Programme has received Rs2.325 billion for FY2026-27, making it the largest component of the ministry’s development portfolio. The programme focuses on afforestation and ecological restoration.

The ministry is implementing four ongoing development projects during FY2026-27, while two projects were completed on June 30, 2026.

Besides the Green Pakistan Programme, Rs40.7 million has been allocated for strengthening the technical capacity of the Ministry of Climate Change and Environmental Coordination. Another Rs51.6 million has been set aside for the Green Skills for Sustainable Development, Green Entrepreneurship and Innovation project.

The PSDP also includes Rs50 million for the formulation of the National Urban Strategy and climate-resilient spatial planning guidelines.

Focus on climate resilience and green growth

The ministry’s planning documents describe the FY2026-27 portfolio as focused on afforestation, ecological restoration, green growth, skills development, entrepreneurship, urban climate resilience, spatial planning, institutional strengthening, climate finance and measurement, reporting and verification systems.

During FY2025-26, the ministry received Rs2.783 billion against the revised allocation of Rs2.286 billion, according to the documents.

The projects completed during FY2025-26 included the Capacity Building for Water Quality Monitoring and SDG 6 (6.1) Reporting initiative and the Pakistan Biosafety Clearing House for GMOs Regulation project.

The ministry’s planning documents show that the higher FY2026-27 allocation is aimed at restoring part of the development envelope after the previous year’s downward revision while continuing support for afforestation, institutional capacity, green skills and urban climate planning.
