A grand jirga convened by the Shangla Action Committee has called on the federal government to immediately withdraw taxes and customs duties imposed in Malakand Division from July 1 and restore what participants described as the region’s constitutional and legal special status.
Held at the Shangla Bar Association in Alpuri, the gathering brought together representatives of political parties, lawyers, traders, tribal elders, journalists, trade unions, civil society organizations, and local community leaders. Participants unanimously adopted a resolution rejecting the new taxation measures and authorized the Shangla Action Committee to continue pursuing legal and constitutional avenues.
Participants question taxation measures
Speakers at the jirga argued that Malakand Division has historically enjoyed a distinct constitutional and legal status, maintaining that there is no legal basis for imposing the new taxes and customs duties.
The resolution urged the federal government to review its decision, withdraw the taxes, and address growing concerns among residents through dialogue.
Participants also said the taxation measures conflict with commitments they believe were made when the former princely states of Swat, Dir, and Chitral were integrated into Pakistan, including provisions relating to tax exemptions.
Concerns over economic impact
The jirga highlighted the region’s economic challenges, including poverty, unemployment, underdevelopment, limited healthcare services, and inadequate educational infrastructure.
Participants argued that additional taxes would place further financial pressure on local residents and called on the government to consider the area’s socio-economic conditions before implementing new fiscal measures.
Peaceful protest campaign announced
The Shangla Action Committee was authorized to continue coordinating with lawyers, traders, political parties, journalists, and civil society groups to challenge the taxation measures through constitutional and legal means.
The resolution stated that peaceful demonstrations, public meetings, and rallies would continue until the government’s decision is reviewed. Participants also urged the federal government to engage with representatives of Malakand Division through dialogue to resolve the issue and prevent further public unrest.
