ISLAMABAD, September 24 — The Federal Government Employees Housing Authority (FGEHA) has signed an agreement with a private-sector consortium to develop a major housing and apartment project over approximately 1,600 kanals in Charsadda, aimed at providing residential facilities to federal government employees in the Peshawar and Charsadda region.
The Memorandum of Understanding was signed on Thursday between FGEHA and a consortium comprising Zee Brothers (Pvt.) Ltd. and Ruya Developers (Pvt.) Ltd. The proposed site also carries provision for future expansion.
Located in District and Tehsil Charsadda, the project is expected to provide residential facilities to around 700 to 800 registered FGEHA members.
According to FGEHA, the site is approximately six kilometres from the Charsadda Interchange on the M-1 Peshawar-Islamabad Motorway and about a 15-minute drive from Peshawar.
It will have direct access from the main Charsadda-Nowshera Road and is located adjacent to KPHA Mega City, Nowshera.
Project to Be Developed Under Land Sharing Model
FGEHA said the housing scheme would be developed under the Land Sharing Model in accordance with the FGEHA (JV & PPP) Rules, 2025.
The project is intended to use private-sector participation to provide affordable and modern residential facilities to federal government employees.
The MoU was signed at FGEHA by Director Joint Venture Projects Faiz Umar Sial on behalf of the authority, Zee Brothers CEO Zahid Hussain and Ruya Developers Director Muhammad Yousaf Khan.
FGEHA Director General Capt. (Retd.) Zafar Iqbal and senior officials of the authority and consortium were also present.
Speaking at the ceremony, Zafar Iqbal said FGEHA was pursuing different housing projects to address the residential needs of federal government employees through Public-Private Partnership and Land Sharing models.
He directed officials to ensure transparency, merit, construction quality and compliance with applicable rules throughout the development process.
The director general also called for coordination among the institutions and stakeholders involved to keep the project on schedule.
He said modern housing schemes should incorporate basic amenities, improved urban planning, environmental considerations and future requirements.
FGEHA Announces Possession Targets for Ongoing Projects
Alongside the new Charsadda project, FGEHA also provided timelines for possession in several of its ongoing housing schemes.
According to the authority, possession of plots in Margalla Orchard Block-A is targeted for July 2027, while possession in Islamabad’s Sector F-14/F-15 is expected to be provided in phases.
For Sky Garden, possession of plots in Blocks A, B and D is targeted by December 31, 2026. FGEHA said possession of 80 plots had already been handed over ahead of schedule.
Zafar Iqbal said completing development work and handing over possession within prescribed timelines — and ahead of schedule where possible — remained a key priority for the authority.
He said FGEHA was currently giving particular attention to Sector F-14/F-15, Green Enclave-I and Lifestyle Residency Apartments in G-13, Islamabad, with officials directed to accelerate development and continuously monitor progress.
The authority expects the proposed Peshawar-Charsadda project to also generate infrastructure development, employment opportunities and wider economic activity in the area.
