PESHAWAR: Khyber Pakhtunkhwa Assembly Opposition Leader Dr Ibadullah has formally protested over the conduct of proceedings during last week’s session, saying the incident was inappropriate and did not reflect the standards expected of a provincial legislature.
Speaking during the Assembly session, Dr Ibadullah said disagreements occur in other provincial assemblies as well, but dialogue and parliamentary norms continue despite political differences. He said he was ashamed of what he saw and heard in the House during the previous session.
Quorum Dispute
Dr Ibadullah said the quorum had been pointed out during the previous sitting in accordance with the Constitution. He said Speaker and Akbar Ayub approached him and expressed their intention to speak about PTI founder Imran Khan.
He said he agreed to the discussion but pointed out that the required quorum was not present in the House at that time either.
The Opposition Leader maintained that ensuring the required quorum is primarily the government’s responsibility, given its 92 members in the Assembly. He said identifying a lack of quorum was a constitutional right and parliamentary responsibility.
Objection to Bringing Members Into House
Dr Ibadullah also questioned the practice of bringing Assembly members into the chamber from outside the floor during proceedings, saying there was no law permitting Assembly staff to do so.
He formally recorded his protest over the incident and stressed the importance of maintaining parliamentary procedures and decorum.
He concluded that the Speaker’s chair does not belong to either the government or the opposition, but represents the entire House.
