BISP Women Beneficiaries Can Now Withdraw Stipends From Any Partner Bank Retailer Nationwide

BISP beneficiaries will be able to withdraw their stipends from any participating bank retailer or agent across Pakistan under a new interoperable digital wallet payment system launched by the Benazir Income Support Programme.

The agreements were signed at BISP Headquarters in Islamabad on June 18, 2026, with 1LINK and partner banks to improve payment access for more than 10 million beneficiary families, particularly women receiving financial assistance under the programme.

The signing ceremony was chaired by BISP Chairperson Senator Rubina Khalid and attended by senior representatives of the State Bank of Pakistan, 1LINK, Habib Bank Limited, Bank Alfalah, Bank of Punjab, HBL Microfinance Bank, Easypaisa, JazzCash and the World Bank.

Under the new mechanism, stipends will be deposited directly into beneficiaries’ digital wallets. Women beneficiaries will then be able to collect their payments from the nearest retailer or agent of any participating bank, regardless of the bank through which the payment was issued.

According to BISP, the system is designed to expand convenience, transparency and choice for beneficiaries while reducing long queues, unnecessary travel, overcrowding at payment sites and limited access to payment points.

Senator Rubina Khalid said the reform was introduced in line with the vision of President Asif Ali Zardari to ensure dignified and hassle-free payments for deserving women.

She said the initiative would improve access to formal financial services and support women’s financial inclusion by giving beneficiaries greater control over their assistance.

“This initiative is not merely a technological upgrade; it is a major step towards financial inclusion and women’s empowerment,” she said.

The chairperson thanked 1LINK, partner banks, the State Bank of Pakistan and development partners for supporting the implementation of the new payment model.

She also directed partner institutions to ensure public awareness, timely activation of accounts and digital wallets, and proper training of field staff and banking agents.

BISP said the interoperable digital wallet system will gradually become the main channel for stipend disbursements across the country.
