Saudi Arabia restricts Hajj access to permit holders, bans visit visas

Riyadh: Saudi Arabia has barred all visit visa holders from performing Hajj, announcing that only individuals with official permits will be allowed to enter Mecca and the holy sites during the 2026 pilgrimage season.

The directive, issued by the Saudi Ministry of Interior, is part of a broader plan to regulate crowd flow, strengthen safety, and prevent unauthorized participation in Hajj—one of the world’s largest religious gatherings.

Strict enforcement during Hajj period

Authorities said the restriction will remain in force from the start of Dhu Al Qi’dah until the 14th of Dhu Al Hijjah. Anyone attempting to enter or stay in Mecca without a valid Hajj permit during this period will be considered in violation of regulations.

Visit visa holders attempting to perform Hajj face fines of up to 20,000 Saudi riyals, while residents and overstayers risk deportation and a 10-year re-entry ban.

Umrah deadline and access controls

Officials confirmed that April 18, 2026, marked the final departure deadline for Umrah pilgrims. Staying beyond this date is a violation, with companies facing penalties of up to 100,000 riyals for failing to report overstays.

Saudi authorities have also suspended Umrah permit issuance via the Nusuk platform for all categories—including citizens, residents, and GCC nationals—during the Hajj period, effectively limiting access to authorized pilgrims only.

Crackdown on violations and fraud

The campaign, operating under the message “No Hajj without a permit,” is being enforced across the Kingdom. Authorities have urged the public to report violations through official emergency channels.

In a related case, police in Mecca arrested a resident accused of promoting fake entry permits on social media. The suspect has been referred for legal action.

Officials say the measures are essential to maintaining safety, managing large crowds, and ensuring a smooth pilgrimage experience.
