ISLAMABAD: The Pakistan Telecommunication Authority (PTA) has imposed financial penalties on four mobile network operators after finding that SIM cards were issued against citizens’ Computerized National Identity Cards (CNICs) without their authorization.
According to the regulator, the action was taken over violations related to unauthorized SIM issuance, reinforcing compliance with subscriber verification and consumer protection regulations.
Among the operators, Ufone received the largest penalty of more than Rs233.4 million.
Zong was fined Rs155.6 million, while Jazz and Telenor were each fined Rs116.7 million.
The penalties are as follows:

The move comes as the PTA continues to tighten oversight of SIM registration procedures and enforce compliance with regulations aimed at preventing unauthorized mobile connections and protecting consumers from identity misuse.
The regulator has repeatedly advised mobile subscribers to regularly verify the number of SIMs issued against their CNICs and immediately report any unauthorized connections to the relevant authorities or service provider.
