PESHAWAR: The Khyber Pakhtunkhwa Right to Public Services (RTS) Commission has directed local government officials in Peshawar to ensure timely and transparent delivery of public services, stressing that citizens are legally entitled to receive notified services within prescribed deadlines.

District Monitoring Officer (DMO) Tashfin Israr said public service delivery was a legal obligation rather than a favour and urged secretaries of village and neighbourhood councils to fulfil their responsibilities in accordance with the Khyber Pakhtunkhwa Right to Public Services Act, 2014.

He was addressing an introductory orientation session organised by Malik Arshad Khan, Assistant Director (Senior), Local Government and Rural Development Department, at the District Council Hall, Bacha Khan Chowk, Peshawar.

The session was attended by assistant directors from all tehsils, supervisors, progress officers, secretaries of village and neighbourhood councils, and other relevant officials. NADRA Assistant Director CRMS Samad Khan Afridi also participated.

RTS Commission stresses compliance with service delivery timelines

During his briefing, Israr explained key provisions of the RTS Act, particularly citizens’ legal rights, prescribed service delivery timelines and the mandatory display of notified public services under Section 9.

He directed council secretaries to ensure that citizens have access to clear information about available services, required documentation, applicable fees, processing timelines and the officials responsible for handling their applications.

The DMO emphasised that public services must be delivered through clearly defined procedures and effective monitoring rather than administrative delays or discretionary practices.

He also stressed the importance of submitting accurate monthly service delivery data within the prescribed schedule.

According to Israr, reliable reporting enables authorities to monitor departmental performance, identify delays, strengthen accountability and improve service delivery standards.

He said the RTS framework was designed not only to ensure legal compliance but also to support public institutions, improve coordination and promote a service-oriented administrative culture.

Calling for collective responsibility, the DMO urged local government officials to perform their duties with transparency, diligence and accountability.

The orientation session aimed to strengthen awareness of the RTS legal framework and improve compliance among local government personnel responsible for delivering essential public services across Peshawar.

“Timely service delivery is a legal right of every citizen and a responsibility of every public office,” Israr said.
