FBR Issues Nearly Rs10bn Notices to PSO, Six Oil Firms Over Alleged Duty and Levy Irregularities

LAHORE, July 30, 2026: The Federal Board of Revenue (FBR) has issued notices to Pakistan State Oil (PSO) and six other oil companies over alleged shortfalls in customs duty, petroleum levy and climate levy payments amounting to nearly Rs10 billion, according to documents reported by Express News.

The notices were issued after the tax authority compared the volume of imported petroleum products reportedly offloaded at the companies’ oil depots with the amounts deposited under customs duty, petroleum levy and climate levy. Based on that assessment, the FBR alleged that the companies paid less than the amount due and has sought explanations along with recovery of the outstanding sums.

According to the reported documents, the total alleged shortfall stands at Rs9.999 billion.

PSO Faces Largest Claim

Pakistan State Oil received the largest notice, with the FBR seeking recovery of approximately Rs8.20 billion, making it the biggest alleged liability among the companies named.

The reported notices also include:

  • Puma Energy and Pak-Arab Pipeline Company: Rs135.34 million
  • Hi-Tech Lubricants: Rs116.75 million
  • BE Energy Limited: Rs250.06 million
  • Taj Gasoline: Rs260.47 million
  • Gas & Oil Pakistan Limited: Rs222.23 million

The figures represent the amounts cited in the notices and remain subject to review under the applicable legal process.

The FBR has directed the companies to respond to the notices and settle any confirmed outstanding amounts within the prescribed timeframe.

The tax authority warned that failure to submit a timely reply or comply with legal requirements could result in action under the relevant tax and customs laws.

None of the companies had publicly responded to the notices at the time of publication.

The issuance of the notices does not establish liability or wrongdoing. The companies are entitled to present their records, challenge the calculations and pursue legal remedies before any final determination is made.
