ISLAMABAD, June 2026: COMSATS University Islamabad (CUI) and the Public Procurement Regulatory Authority (PPRA) have signed a Memorandum of Understanding (MoU) to strengthen professional training and capacity building in Pakistan’s public procurement sector through specialized academic programmes.
The agreement, signed at CUI’s Islamabad campus, aims to develop certificate and diploma-level courses focused on procurement systems, contract management, regulatory compliance, transparency, accountability, and efficiency in public sector purchasing processes.
The initiative is designed to address the growing need for trained professionals in public procurement and will be open to government officials, practitioners, and students seeking applied knowledge in the field.
Focus on training, transparency, and skills development
Under the partnership, both institutions will jointly design and deliver training programmes combining academic learning with practical skills required for procurement management in the public sector.
According to CUI officials, the collaboration will also utilize the university’s digital learning systems, including an AI-based adaptive learning model, to deliver customized training content aligned with evolving public sector needs.
PPRA leadership said the partnership is intended to improve procurement practices through regulatory awareness, capacity building, and development of a skilled workforce capable of meeting modern governance challenges.
Review mechanism included in agreement
The MoU also includes a structured review process under which both institutions will periodically evaluate programme performance and update course content in line with changes in procurement regulations.
The signing ceremony was attended by senior officials from both organizations and was presided over by COMSATS University Rector Prof. Dr. Raheel Qamar.
