ZTBL pension irregularities: protest recorded in Islamabad over alleged Rs25bn claims

Islamabad: A protest was recorded in the federal capital over alleged pension irregularities and administrative violations in Zarai Taraqiati Bank Limited (ZTBL).

Pension payments allegedly withheld despite court rulings

According to the protesters, the ZTBL administration has allegedly withheld pension payments amounting to Rs25 billion, affecting nearly 4,000 pensioners, including widows and orphans. They claimed the pensions were stopped through fraudulent means despite multiple judicial rulings in favor of the pensioners.

Allegations of misrepresentation before courts and regulators

The protesters alleged that the bank’s administration misrepresented facts before the Supreme Court of Pakistan, Peshawar High Court, Islamabad High Court, and the State Bank of Pakistan. They cited rulings issued on May 23, 2023; February 26, 2025; February 17, 2025; May 21, 2025; and May 26, 2025.

PHC pension policy ruling cited in protest

It was further stated that a Peshawar High Court decision directing payment of pension arrears in accordance with the Pension Policy of August 3, 1986 has not been implemented since February 20, 2025.

Contempt notice allegedly ignored by bank administration

The protesters also claimed that the ZTBL administration failed to respond to a contempt of court notice dated December 8, 2025, issued in connection with non-compliance with judicial orders.

Concerns raised over treatment of KSSL workers

In addition, concerns were raised regarding the treatment of nearly 3,300 KSSL workers, with allegations of exploitation, while accusing the bank’s management of making illegal appointments by hiring elderly and allegedly unqualified individuals on high salaries and additional benefits.

Protesters appeal for action to address alleged violations

The protesters appealed to Chief of Defence Forces, Field Marshal Asim Munir for intervention and addressing the alleged irregularities at ZTBL, including enforcement of court rulings, release of the withheld pension payments, and accountability over the reported administrative violations.
