ANKARA, November 6, 2026: Türkiye’s parliament has ratified a trilateral defence agreement with Pakistan and Saudi Arabia, approving the pact signed in Makkah earlier this year to strengthen security and military cooperation among the three countries, according to Turkish media reports.

The agreement secured 279 votes in favour and 119 against in the 600-member Turkish parliament. A total of 398 lawmakers participated in the vote, giving the defence pact parliamentary approval.

The agreement, described as the Makkah Joint Defence Agreement, was signed on August 7, 2026, in Makkah by Pakistan, Saudi Arabia and Türkiye.

Prime Minister Shehbaz Sharif, Saudi Crown Prince Mohammed bin Salman and Turkish President Recep Tayyip Erdoğan attended the signing ceremony, according to the reports.

Turkish officials emphasise defensive nature of agreement

The chairman of the Turkish parliament’s Foreign Affairs Committee said the agreement was strictly defensive and was not intended to facilitate military aggression against any other country.

He said the arrangement was designed to strengthen cooperation among the three participating states while contributing to regional security.

Ziya Altunyaldız, a member of Türkiye’s ruling Justice and Development Party (AK Party), also emphasised that the agreement’s primary objective was to promote security cooperation in the region.

The statements sought to clarify the purpose of the trilateral arrangement following its approval by Turkish lawmakers.

Parliamentary approval advances trilateral defence cooperation

The parliamentary vote marks a significant step towards formalising defence and security cooperation among Pakistan, Saudi Arabia and Türkiye.

The agreement provides a framework for closer engagement among the three countries on matters relating to regional security and defence cooperation.

With parliamentary ratification completed in Türkiye, attention will now turn to the relevant legal and administrative procedures required for implementation.

The development reflects efforts by the three countries to institutionalise their defence relationship through a formal agreement.

Further details regarding the pact’s operational arrangements and implementation mechanisms were not specified in the reported parliamentary proceedings.
