MOSCOW, July 30, 2026: Russia has accused Ukraine of violating international law by striking an Iranian commercial vessel in the Caspian Sea, warning that the attack could widen the conflict and threaten regional maritime security.
Russian Foreign Ministry spokeswoman Maria Zakharova said the Ukrainian drone attack on an Iranian vessel carrying civilian cargo from Astrakhan amounted to an act of aggression. She said the incident showed an intention by Kyiv to expand the geographical scope of its military operations.
Iran said the July 25 strike caused an explosion aboard the commercial vessel, killing one sailor and injuring at least one other crew member. Tehran summoned Ukraine’s chargé d’affaires to protest the attack.
Zakharova said the incident posed a direct threat to the security of the five Caspian littoral states — Russia, Iran, Kazakhstan, Azerbaijan and Turkmenistan — and argued that the sea should remain free from military confrontation.
She called for the Caspian Sea to remain a region of peace, cooperation and good-neighbourly relations.
Ukraine Says Vessels Carried Military Cargo
Ukraine has presented a different account of the operation.
Ukrainian officials said their forces targeted vessels allegedly involved in transporting military cargo between Iran and Russia. Ukraine’s Security Service identified two ships, the Port Olya 2 and Begey, among the targets of its Caspian Sea operation.
Ukrainian President Volodymyr Zelensky said the vessels were linked to military shipments involving Iran but did not publicly provide detailed evidence about the cargo aboard each ship.
Iran and Russia have described the vessel struck on July 25 as a civilian commercial ship.
Iran Warns of a Response
Iranian Foreign Minister Abbas Araghchi condemned the attack and said it would not go unanswered. Tehran has characterised the strike as a hostile act and a breach of the United Nations Charter.
The incident has heightened tensions surrounding maritime trade in the Caspian Sea, an important transport corridor connecting Russia, Iran and Central Asia.
It also marks a further geographical expansion of Ukraine’s long-range strike campaign beyond the main battlefield and targets inside Russia.
No independent assessment has confirmed the nature of the cargo carried by the Iranian vessel at the time of the attack.
