Punjab Makes Vehicle Registration Mandatory Before New Car Delivery

LAHORE: The Punjab government has made pre-delivery vehicle registration mandatory for all newly purchased cars, meaning customers will no longer be able to take delivery of a new vehicle without completing the official registration process.

The new policy, implemented on the instructions of Director General Excise Punjab Umar Sher Chatha, aims to streamline vehicle registration, improve tax compliance, and provide buyers with fully registered vehicles at the time of delivery.

New Cars Must Be Registered Before Delivery

Under the revised policy, all automobile manufacturers, authorized dealerships, and motor branch officials have been directed to ensure that every new vehicle is officially registered before it is handed over to the customer.

Buyers holding a Punjab Computerized National Identity Card (CNIC) will receive their vehicles with an official registration number, government-issued number plates, and all required legal documents, eliminating the need to visit Excise offices after purchase.

Dealerships Authorized to Process Registrations

To facilitate the new system, authorized dealerships will be allowed to process registrations through the Dealer Vehicle Registration System (DVRS).

Automobile manufacturers have been instructed to provide the Excise Department with lists of their authorized dealerships so they can be issued DVRS licenses.

According to Excise officials, 102 dealerships across Punjab are currently registered under the DVRS and are providing vehicle registration services. The government plans to expand the network to improve access throughout the province.

Service Fee and Compliance

Dealerships are currently charging a Rs2,000 service fee for vehicle registration, although officials said a proposal to revise the fee is under consideration to further strengthen the digital registration system.

The Punjab government said the policy will make the registration process more transparent, ensure timely collection of registration fees, token taxes, and other government revenues, and provide buyers with a one-window service.

Authorities warned that strict action could be taken against automobile companies and dealerships that fail to comply with the new regulations.
