ISLAMABAD: The federal government has approved Pakistan’s first-ever four-year Hajj Policy for 2027–2030, introducing a long-term framework aimed at improving transparency, continuity and digital management of Hajj operations. Under the proposed policy, the estimated cost of Hajj is expected to range between Rs1.2 million and Rs1.3 million.
Announcing the policy in Islamabad, Federal Minister for Religious Affairs Sardar Muhammad Yousaf said the new plan marks a major step towards modernising Pakistan’s Hajj management system through greater use of digital technology.
The policy introduces a fully digital system for Hajj applications, registration, quota allocation and monitoring. For the first time, a formal registration and waiting list system will be implemented to ensure applicants are accommodated based on priority.
The minister said applicants will be required to pay an initial 10% deposit when submitting their Hajj applications. The measure is intended to discourage non-serious applications and reduce the administrative burden on authorities.
A digital monitoring system will also be introduced to oversee Hajj arrangements, while a dedicated complaint resolution mechanism will be established to address pilgrims’ concerns promptly.
The policy includes enhanced training programmes to better prepare pilgrims for performing Hajj rituals and to help ensure a smoother pilgrimage experience.
The government will maintain the existing 60:40 quota split between the government and private Hajj schemes. However, private Hajj operators will face stricter performance monitoring, and any additional quota allocation will depend on their service standards.
According to initial estimates, Hajj expenses are expected to fall between Rs1.2 million and Rs1.3 million. The Ministry of Religious Affairs clarified that the final cost will depend on factors including expenses in Saudi Arabia and other operational considerations.
Pakistan’s total Hajj quota will remain unchanged at 179,210 pilgrims.
The ministry also announced that Hajj applications will begin through a dedicated mobile app within the next 10 days, allowing applicants to complete the process online from home.
