ISLAMABAD: Pakistan and the European Union are exploring cooperation to strengthen the country’s electric vehicle industry, with discussions focusing on technical training, workforce development and local manufacturing capabilities.

The talks were held in Islamabad on October 13 between Adviser to the Prime Minister on Industries and Production Haroon Akhtar Khan and a European Union delegation.

During the meeting, Haroon Akhtar reiterated Pakistan’s target of raising the share of electric vehicles to 30% by 2030.

He said increasing the number of EV models in the market would not be sufficient on its own and stressed the need to develop trained engineers, technicians, local suppliers and technical expertise to support the sector.

As more electric vehicle manufacturers enter Pakistan, demand is expected to grow for professionals trained in battery systems, electric motors and related technologies.

New Auto Policy Expected in Coming Weeks

Haroon Akhtar said the government’s new Auto Policy is expected to be announced in the coming weeks, with electric vehicles and wider automotive industry development among its key areas of focus.

He added that work is also underway on a Battery Energy Storage System policy aimed at supporting cleaner energy technologies.

The adviser directed the Engineering Development Board to coordinate with the EU delegation and identify areas where cooperation could support technical training and skills development.

EV Cooperation Could Support Local Skills and Manufacturing

Closer cooperation with the EU could help Pakistan build local expertise in electric vehicle technologies, develop a skilled workforce and reduce dependence on imported technical capabilities.

The government also expects wider EV adoption to contribute to efforts to reduce Pakistan’s oil import bill.

However, the discussions remain at an early stage. No formal agreement, investment amount or implementation timeline has yet been announced.

The next major development is expected to be the government’s upcoming Auto Policy, which could set the direction for future EV manufacturing, localisation and adoption in Pakistan.
