ISLAMABAD, Mar 13: The Higher Education Commission (HEC) plans to launch the first phase of a blockchain-based degree attestation system by June 2026, aiming to make the verification process more secure, transparent, and accessible online.
According to documents available with Wealth Pakistan, the new system is part of the HEC’s broader effort to use advanced digital technologies to improve efficiency and service delivery in the degree attestation and equivalence process across Pakistan’s higher education sector.
The system, currently under development, will introduce a blockchain framework designed to integrate academic records from universities and Higher Education Institutions (HEIs) into a centralized digital platform. The initiative is expected to reduce the need for applicants to physically visit universities for verification and attestation.

Under the proposed mechanism, universities and HEIs will receive dedicated digital dashboards through which they can verify and validate applicants’ academic data. After verification at the university level, cases will automatically move to the HEC for final attestation.
Once approved by the HEC, academic records will be stored as secure digital credentials on a blockchain network. Students will be able to access their verified academic records online and share them securely with employers, educational institutions, or other authorities when required.
Officials say the blockchain framework is expected to reduce document forgery, fraud, and verification delays while ensuring the integrity and immutability of academic records.
The HEC expects to roll out the first phase of the system by June 30, 2026, marking a significant step toward digitizing Pakistan’s higher education credential verification process.
