Islamabad, 19 March 2026 – The Ministry of Federal Education and Professional Training (MoFE&PT) has formalized a partnership with eight civil society organizations by signing a Letter of Understanding (LoU) today, advancing the government’s “No Child Left Behind” initiative. The ceremony, held at the Ministry, marks a significant step towards achieving universal access to education across the Islamabad Capital Territory (ICT) through a Union Council-wise approach.
During the ceremony, Federal Secretary Mr. Nadeem Mehbub highlighted the importance of collaboration in identifying, enrolling, and retaining Out-of-School Children (OOSC). He emphasized the Ministry’s goal of completing household surveys and enrolling OOSC within three months. With an emphasis on community outreach and the use of real-time data systems, the initiative aims to ensure transparency and effective execution.

The LoU marks a milestone in the Ministry’s efforts, with civil society organizations committing to support the identification and enrollment of 25,000 out-of-school children in Islamabad. These organizations pledged to mobilize their resources and networks for field operations, reinforcing the collective responsibility to provide every child with access to education. The Ministry hopes more organizations will join the cause to help secure a brighter future for the children of Pakistan.
The “No Child Left Behind” campaign adopts a community-driven and data-based ‘Carpet Coverage Plan,’ which involves door-to-door surveys, local stakeholder engagement, and Union Council-level coordination. The plan will leverage digital tools and real-time data systems for tracking enrollment, ensuring accountability, and preventing student dropouts through continuous support.
Key partners, including the Japan International Cooperation Agency (JICA), National Commission for Human Development (NCHD), Pakistan Institute of Education (PIE), Basic Education Community Schools (BECS), and other CSOs were present at the ceremony.
The Ministry reiterated its commitment to ensuring that every child has access to quality education, in alignment with Pakistan’s constitutional mandate under Article 25-A. The LoU is seen as a crucial step in reinforcing efforts towards inclusive and equitable education in the country.
