Islamabad — The Benazir Income Support Programme (BISP) has announced the introduction of a digital wallet-based payment system for the upcoming Benazir Kafaalat installment, aiming to improve transparency, convenience and access for beneficiary women across Pakistan.
The rollout was discussed during a training session held at BISP headquarters in Islamabad, where officials reviewed operational procedures and prepared field teams for nationwide deployment ahead of the new payment cycle. The programme targets millions of low-income women who receive financial assistance under Pakistan’s flagship social protection initiative.
BISP Chairperson Senator Rubina Khalid said the new system is designed to make payments more secure and dignified, while reducing delays and improving service delivery for beneficiaries. She said effective implementation will depend on coordinated efforts by staff and field teams.
Field teams to support beneficiaries
According to BISP, dedicated mobilization and monitoring teams have been formed and trained to assist beneficiaries at Points of Sale (POS) and other designated locations during the payment process.
These teams will provide on-ground support, guide beneficiaries through the digital wallet system, and help resolve issues related to payments or registration. Beneficiaries will also be able to approach local BISP offices for assistance.
Officials said the field structure is intended to ensure smoother rollout of the new system and reduce operational challenges during the transition phase.

Focus on smooth transition and oversight
BISP Chairperson Rubina Khalid acknowledged that initial challenges may arise with the introduction of a new payment mechanism, but said preventive measures and training are already underway to address potential issues in advance.
She also emphasized the importance of continued service delivery despite difficult weather conditions, noting that staff have a responsibility to ensure uninterrupted support for beneficiaries.
During the session, BISP Director General for Cash Transfers Muhammad Idrees Mian briefed participants on the digital wallet system, covering operational workflows, beneficiary guidance, and field coordination mechanisms.
Officials said the initiative is part of broader efforts to modernize social protection payments and improve financial inclusion for vulnerable households.
