PESHAWAR: The All Pakistan Clerks Association (APCA) Education Khyber Pakhtunkhwa has called for immediate intervention by the Secretary Elementary & Secondary Education over a dispute involving the District Education Officer (Women), Hangu, and the implementation of an employee’s promotion order.
In a joint statement, APCA Education KP President Farmanullah Jan and APCA KP General Secretary Munir Khan Mohmand alleged that DEO (Women) Hangu Zeb-un-Nisa refused to hand over charge to Malik Naeemullah Bangash despite an official notification promoting him from Assistant to Superintendent.
APCA Says Official Orders Were Not Implemented
According to the APCA leaders, the Secretary Elementary & Secondary Education had issued a formal notification promoting Bangash to the post of Superintendent.
They said Bangash subsequently approached the Secretary after allegedly being denied charge of his new position. The secretary then ordered an inquiry into the matter.
The APCA representatives said the inquiry was decided in Bangash’s favour, following which the Secretary Education formally reinstated him and directed the DEO (Women), Hangu, to hand over the relevant charge.
However, the association alleged that the DEO again declined to comply with the instructions.
APCA described the situation as a dispute over the implementation of orders issued by the competent authority and urged the education department to resolve the matter immediately.
Association Raises Concern Over Employee’s Health
The APCA leaders said Bangash is a senior employee and alleged that the continuing dispute was causing him unnecessary distress. They also stated that he has a heart condition.
The association called on the Secretary Elementary & Secondary Education to take immediate notice of the matter and ensure implementation of the official orders by directing the Hangu DEO to hand over charge to Bangash.
The allegations made by APCA have not been independently verified, and no response from the District Education Officer (Women), Hangu, was included in the statement.
APCA Warns of Province-Wide Protest
The association warned that it could launch a province-wide protest campaign in coordination with the clerical community if the matter was not resolved and the charge was not handed over to Bangash.
APCA said responsibility for any consequences arising from such a protest would rest with the Hangu DEO.
