BEIJING — Chinese President Xi Jinping has called for strengthening political loyalty within the military as part of broader efforts to advance the modernization of China’s national defense and armed forces.
Xi, who also serves as general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), made the remarks during a plenary meeting of the delegation of the People’s Liberation Army and the People’s Armed Police Force at the fourth session of the 14th National People’s Congress.
Addressing lawmakers at the meeting, Xi said the Chinese leadership has worked to reinforce political discipline and oversight within the armed forces since the 18th CPC National Congress in 2012. He said these efforts have aimed to strengthen governance within the military and maintain political loyalty to the Party.
Xi emphasized that maintaining strict discipline within the armed forces remains essential, adding that anti-corruption measures in the military must continue without interruption.
Oversight and institutional discipline
Xi said stronger regulatory systems and oversight mechanisms should be introduced during the upcoming 15th Five-Year Plan period, covering 2026 to 2030. He highlighted the need for stricter monitoring of financial flows, decision-making authority and quality control in military-related activities.
He also stressed the importance of strengthening Party leadership within military institutions and reinforcing the role of Party organizations at different levels.
According to Xi, strengthening ideological commitment among military personnel is necessary to ensure that advanced weapons systems and modern equipment remain under the control of politically committed forces.
Focus on training and technological capacity
Xi also called for expanded training programs focused on joint operations, emerging combat capabilities, scientific and technological innovation, and strategic management.
He urged continued efforts to promote the traditional values and discipline associated with the Communist Party and the armed forces.
The meeting was attended by senior military officials and lawmakers, including Zhang Shengmin, vice chairman of the Central Military Commission.
