U.S.-Backed Project Brings Smart Groundwater Monitoring to Islamabad

ISLAMABAD, September 2, 2026: A U.S.-supported innovation project has demonstrated how smart technology can help Islamabad better monitor and manage its groundwater resources, with its findings highlighting the need for continuous monitoring, proper infrastructure and stronger coordination among stakeholders.

ScaleX Technologies Pvt. Ltd. formally concluded its “Protecting Islamabad’s Groundwater Aquifer” project under the Alumni Engagement Innovation Fund (AEIF) 2025 at a closing ceremony attended by Federal Minister for Climate Change and Environmental Coordination Dr. Musadik Malik and U.S. Acting Deputy Chief of Mission Andy Halus.

Led by U.S. exchange alumni Adnan Faisal and Sayaf Arbab, the project was supported by the U.S. Mission to Pakistan in partnership with the Pakistan-U.S. Alumni Network (PUAN).

As part of the initiative, the ScaleX team worked with the Capital Development Authority (CDA) to install smart monitoring systems at two existing groundwater recharge sites in Islamabad.

The systems track groundwater recharge, groundwater levels, rainfall and selected water-quality indicators in real time. The project sought to demonstrate how technology can make groundwater recharge more measurable, transparent and easier to manage.

At the closing ceremony, the team presented its final report, outlining the project’s results, lessons and recommendations for future groundwater management in the capital.

The findings called for a more systematic approach to groundwater recharge, including appropriate site selection, reliable infrastructure, continuous monitoring and regular maintenance.

Musadik Malik Calls for Smarter Water Management

Speaking at the event, Climate Change Minister Musadik Malik stressed the importance of improving the management of both surface and groundwater resources, particularly in light of recent heavy rainfall in Islamabad.

He said around 200 millimetres of rain had been recorded in the capital, the highest level in three years, resulting in flooding in parts of the city.

The minister said better management of water resources was essential to protect communities while ensuring sustainable water availability. He also said the government wanted to encourage innovative solutions and greater private-sector participation in addressing environmental challenges.

The project comes as Islamabad faces growing pressure to manage its water resources more effectively, making reliable data on groundwater levels, recharge and water quality increasingly important for planning and climate resilience.

U.S. Mission Highlights Technology and Innovation

U.S. Acting Deputy Chief of Mission Andy Halus described the initiative as an example of how American technology and expertise can support practical solutions to environmental challenges.

“This project reflects the best of American innovation,” Halus said, adding that collaboration with U.S. water experts had enabled ScaleX and TiE to demonstrate how technology, innovation and expertise could contribute to securing Islamabad’s water future.

The closing ceremony brought together representatives from government, industry, donor and development organizations, academia and the private sector.

Discussions focused on improving coordination and developing future partnerships to treat Islamabad’s groundwater as a shared and increasingly critical resource.

The project’s conclusion also highlighted a broader lesson for urban water management: groundwater recharge alone is not enough unless it is supported by suitable infrastructure, real-time information and sustained maintenance.
