ISLAMABAD, August 3, 2026: Chairperson of the Benazir Income Support Programme (BISP) Senator Rubina Khalid has announced that beneficiaries will soon be able to receive payments through a new digital mechanism, allowing women to withdraw funds from authorized agents of partner banks across Pakistan.

She made the announcement during a live E-Katcheri held at BISP Headquarters in Islamabad, where she directly heard complaints and concerns from beneficiaries and members of the public.

During the session, 37 callers from different parts of the country shared their issues over the telephone. Senator Rubina Khalid directed relevant officials to prioritize the complaints, resolve them promptly and submit progress reports.

BISP Digital Wallet System to Expand Payment Access

Addressing participants, Senator Rubina Khalid said the upcoming payment system would provide greater convenience to BISP beneficiaries.

Under the new mechanism, women receiving financial assistance will be able to withdraw their payments from any authorized agent of partner banks in any city across Pakistan according to their convenience.

She said beneficiaries would receive an SMS notification from the relevant partner bank once payments are transferred to their Digital Wallets. After withdrawal, another confirmation message would provide details of the amount transferred and withdrawn.

The BISP chairperson said the SMS confirmation would serve as proof of payment and help beneficiaries verify that they received the complete amount.

BISP Warns Beneficiaries Against Illegal Deductions

Senator Rubina Khalid advised beneficiaries to immediately report any agent who deducts money or fails to provide the full payment amount.

She said women should demand their complete payment using the SMS confirmation and contact the nearest BISP office or BISP representatives if any issue occurs.

She also cautioned beneficiaries against handing over their mobile phones to agents, saying only the original Computerized National Identity Card (CNIC) and biometric verification are required for payment withdrawal.

The chairperson advised women to keep their personal mobile phones and registered numbers with them to protect important payment messages and complaint records.

BISP Defends Transparency and Public Service Role

Senator Rubina Khalid said BISP continues to serve millions of deserving families across Pakistan without discrimination and aims to support low-income households facing financial challenges.

She said President Asif Ali Zardari and Prime Minister Muhammad Shehbaz Sharif have expressed confidence in BISP’s performance, transparency and public service delivery.

The chairperson also criticized what she described as attempts by certain elements to damage the reputation of the programme for personal and political interests.

She said BISP operates beyond political, religious, linguistic and regional differences and remains focused on supporting deserving citizens.

Chairperson Highlights Economic Impact of BISP

Senator Rubina Khalid said criticism against BISP and its beneficiary families was unacceptable, adding that spreading false information against the institution could lead to legal action under the Prevention of Electronic Crimes Act (PECA).

She said a World Bank study had highlighted that BISP has benefited not only recipient families but also local businesses, shopkeepers and the wider economy.

The chairperson also reminded beneficiaries that all BISP services and facilities are provided free of cost.

She advised beneficiaries to contact their nearest BISP office or the official BISP helpline 0800-26477 for verified information, assistance or complaint registration.

Free Benazir SIM Facility for Beneficiaries

Senator Rubina Khalid urged women who have not yet obtained their free Benazir SIM from a BISP office to visit the nearest office and complete the process.

She advised beneficiaries to bring their original CNIC and personal mobile phone when collecting the SIM, and ensure that BISP staff insert the SIM into their device at the time of issuance.
