Which IG was good for the last sixteen years?

Survey of Pak Network and its results

Social media is now the power of expression that has completely changed the perception of news. From September to April, three IG officers of Punjab Jails, including the current IG Jails Mian Farooq Nazir, former IG Jails Mirza Shahid Saleem Baig, and former IG Jails Punjab Malik Mubasher Ahmad Khan, were surveyed on Facebook regarding their administrative performance. The results showed that surprisingly, former IG Jails Malik Mubasher Ahmad Khan, who served as IG for only four months, surpassed the performance of the aforementioned two IGs, including the current IG’s ten-year tenure and Shahid Saleem Baig’s five-year tenure. Malik Mubasher Ahmad Khan’s four-month performance was victorious. The margin was so great that whoever saw this survey was astonished.

Malik Mubasher Ahmad Khan’s tenure of just four months received the most appreciation. 70.40% (559 individuals) showed him honor and considered his four months as a golden era for the jails. These are the opinions of the lower and deprived classes, former prisoners, and relatives who closely observed Malik Mubasher Ahmad Khan’s behavior as an officer. Their opinions were consistent in the survey.

Mian Farooq Nazir, the current IG Jails, whose tenure spans ten years, had the most opportunity to work. 8.06% (64 individuals) appreciated him, while 6.29% (50 individuals) praised Shahid Saleem Baig’s five-year tenure. This means Malik Mubasher Ahmad Khan’s four-month term overshadowed the 15-year tenure of both the aforementioned officers.

In terms of administrative matters, any appointment to a position is considered a trust to protect the rights of the deprived sections of that department, and an administrative position always encompasses entitlement. Competence means that the administrator is qualified for the administration that is being entrusted to him.

The effectiveness of reforms or reforms in any department is evident when the administration of a department is excellently managed by a competent person. Social media surveys have proven in institutional reform that Malik Mubasher Ahmad Khan is second to none. He laid the foundations for reforms that were exemplary in the performance of duties. He kept in mind administrative standards and requirements. He acquainted with objectivity. His determination and courage, spirit of perseverance, truthfulness and sincerity, and vision indicate that in the present era, there is no better administrator than him. He has a passion for elderly prisoners. Sitting with an old prisoner and sharing his sorrows, making him feel that the administrator of a large province or a compassionate human being is sitting beside him, is a sign of greatness. There are also helpless prisoners behind bars in jails whose eyes are cast down, and no one comes to visit them, but their hearts yearn for their loved ones. As IG Jails Punjab, Malik Mubasher Ahmad Khan issues an order during his visits that such prisoners should be provided with telephone facilities free of charge. He personally checks the quality of food in the kitchen and eats the same food himself. This is to convey that any compromise on the quality and quantity of food for the prisoners is unacceptable. The past is witness that on the special instructions of Malik Mubasher Ahmad Khan, a food awareness camp was organized at District Jail Faisalabad under the National Institute of Food and Technology, where food experts provided complete awareness to the prisoners regarding their dietary needs. After examining the weight, height, glucose level, bone density, calcium level, and fats of the prisoners, they were directly informed about their dietary requirements. Special attention was paid to the dietary needs of women prisoners and children. In the same camp, food experts highlighted the importance of a balanced diet and also informed the prisoners about precautions to prevent diseases such as stomach problems, bone weakness, and obesity. As IG Jails Punjab, Malik Mubasher Ahmad Khan ensured the provision of quality food to all prisoners confined in Punjab jails according to the menu prepared by the food experts of the National Institute of Food and Technology.

The health of the prisoners was made the first priority, as a healthy body has a healthy mind. Basic medicines were ensured in the healthcare centers established in the jails, and in this regard, 417 medical camps were organized in Punjab jails, in which 4353 doctors examined 44818 prisoners. Not only this, but in the improvement of the department, he played a role in upgrades, salary increases, welfare measures for prisoners and low-ranking employees, constant availability to listen to the problems of officers and ordinary staff, addressing the complexities and difficulties in their transfers, and forming a WhatsApp group to address their deprivations, ensuring timely action on applications received on WhatsApp, and addressing the grievances of the relatives of prisoners.

Who can deny his stance that a healthy body and mind of prisoners help them develop positive tendencies and become responsible citizens? In schools, prison barracks, and in our country, the majority of children become misguided due to a lack of education, training, and proper facilities. The cruel blows of society push them into the quagmire of crime. The education and training of such children in jail were a question mark, but Malik Mubasher Ahmad Khan closely observed the feelings of the parents of these children in the juvenile ward, and it was his dream that these children, after serving their sentences and crossing the threshold of the jail, would leave with a certificate for a bright future. His motto, “Confined children, our responsibility,” was a great life purpose.

It can be said without hesitation about Malik Mubasher Ahmad Khan that his personality kingdom is ruled by truth and righteousness. This is why no leniency was shown in implementing the measures taken for the welfare of prisoners. He was so cheerful that he won the hearts of the staff with the politeness of his demeanor. Malik Mubasher Ahmad Khan places himself in the dock where he holds others accountable. Officers like Malik Mubasher Ahmad Khan are trendsetters in their departments. They are role models. Give them any neglected department, and within a few months, you will find that institution on par with national and international institutions after a visit. There will be a crowd of people. There will be an aroma of trust and sincerity. The social media survey has perhaps brought out the beauty of this truth.

After the completion of Mian Farooq Nazir’s eleven-year IG-ship, spread over three tenures, on his retirement on June 13, 2026, the discussion has now started on social and print media about who will be the next IG.

In this regard, the results of the aforementioned survey and the ongoing survey clearly point to the same person, who was replaced after just four months, and that personality, in light of the survey results, is a dignified, hardworking, poor-loving, and since the beginning of his service, a voice for the deprived sections of jails and engaged in their welfare, and on the agenda of practical and far-reaching welfare reforms, the fruit of the prayers of the poor employees and prisoners of the jails, namely Malik Mubasher Ahmad Khan. May Allah grant that the powers that be also consider these ground realities and the pulse, and consider the voice of the people as the call of God, making this the best and merit-based selection. So that the government’s claims of jail reforms can be truly implemented in their spirit. And may the creation of God find relief.
