Punjab imposes ‘gobar tax’ in cattle colonies to support biogas and waste management plan

LAHORE: The Punjab government has introduced a Rs30 daily manure collection fee—widely referred to as the “gobar tax”—for cattle owners in 168 designated colonies across the province, including Lahore, as part of a plan to formalise waste management and expand biogas production.

The new levy applies to buffalo and cow owners and is already being collected, according to local government officials. Authorities say the measure aims to ensure systematic collection of animal waste and convert it into energy through planned biogas facilities, addressing both sanitation and fuel needs.

Officials said the collected manure will be used as raw material for biogas plants, which can provide an alternative energy source for nearby communities. The initiative is part of broader efforts to promote renewable energy and improve environmental conditions in densely populated livestock areas.

The government maintains that structured waste collection will help reduce health risks associated with unmanaged manure while creating value from agricultural byproducts.

Implementation across 168 colonies

The fee has been implemented in identified cattle colonies, commonly known as “Gwala colonies,” where large numbers of livestock are kept within urban and peri-urban areas. Authorities said the system is designed to standardise waste handling and ensure regular collection.

Officials added that livestock supply and activity in these colonies have remained stable since the introduction of the levy.

Stakeholder response

Some farmers have expressed concern over the additional cost, while officials say the long-term benefits include cleaner environments and potential energy generation for local use.
