ISLAMABAD: Pakistan Single Window (PSW) and the Pakistan Horticulture Development and Export Company (PHDEC) have signed a Memorandum of Understanding (MoU) to help horticulture exporters adopt digital trade procedures, simplify export documentation and improve their access to international markets.

The partnership will focus on equipping exporters and processors with the skills needed to use Pakistan’s digital trade system, comply with regulatory requirements and manage export-related processes more efficiently.

Under the agreement, PSW and PHDEC will jointly organise training sessions, webinars and workshops covering digital registration, system operations, export documentation and regulatory compliance.

The initiative is particularly aimed at addressing practical challenges faced by horticulture businesses as Pakistan moves towards a more digitalised trade environment.

PHDEC, a government-owned organisation operating under the Ministry of Commerce, will contribute its expertise in horticulture export development, while PSW will provide technical knowledge and guidance on digital trade facilitation.

A key objective of the collaboration is to enable exporters to complete PSW registrations and manage trade procedures independently, reducing their reliance on intermediaries and giving them greater control over commercial information.

The training programmes will also emphasise data protection and privacy, helping businesses understand how to safeguard sensitive information while using digital trade platforms.

PSW Chief Executive Officer Syed Aftab Haider said digital infrastructure alone could not deliver meaningful trade reforms unless businesses possessed the necessary skills to use it effectively.

“Digital infrastructure is a foundation for trade reform, but its impact depends on how effectively businesses can use it,” he said.

Haider said the partnership would connect PSW’s trade facilitation capabilities with the specific requirements of Pakistan’s horticulture sector, enabling exporters to navigate digital procedures, meet regulatory obligations and manage their information securely.

He added that improving exporters’ understanding of digital systems would help make trade digitalisation a practical tool for strengthening export readiness and competitiveness.

PHDEC Chief Executive Officer Muhammad Naseer said preparing horticulture businesses for international markets required a clear understanding of export procedures and regulatory processes.

He said the collaboration would bring together sector-specific expertise and digital trade knowledge to help exporters and processors overcome operational challenges and handle export requirements with greater confidence.

Beyond training, the two organisations will establish a mechanism to identify barriers affecting digital adoption in the horticulture sector and develop coordinated solutions.

They will also provide guidance on PSW-related operational issues and explore information-sharing arrangements in accordance with PSW’s Trade Data Sharing & Exchange Policy.

Joint working groups comprising equal representation from both organisations will oversee implementation, monitor progress and periodically review the partnership’s outcomes.

The agreement is intended to strengthen the digital capabilities of Pakistan’s horticulture export sector by connecting national trade infrastructure with practical support for businesses seeking to expand their presence in international markets.
