ISLAMABAD, November 6, 2026: Prime Minister Shehbaz Sharif has approved a comprehensive restructuring of the Trade Development Authority of Pakistan (TDAP) to strengthen exports, expand access to international markets and help local industries and small and medium enterprises (SMEs) meet global trade standards.

The decision was taken during a high-level meeting chaired by the prime minister in Islamabad on Friday to review TDAP’s performance, institutional structure and proposed reforms.

The restructuring plan aims to transform TDAP into a modern, internationally competitive trade promotion organisation through institutional reforms, digital transformation, performance-based management and improved services for exporters.

Addressing the meeting, Prime Minister Shehbaz Sharif said expanding the presence of Pakistani manufactured products in international markets was essential for increasing exports and strengthening the national economy.

He said a modernised TDAP would play a central role in connecting Pakistani businesses with global buyers and improving the competitiveness of locally manufactured goods.

The prime minister also directed authorities to develop a comprehensive export ecosystem for agricultural products, covering the entire value chain from production and processing to international marketing.

TDAP reforms to focus on digitalisation and performance

During the meeting, officials briefed the prime minister on TDAP’s existing operations, organisational structure and challenges affecting its effectiveness.

A comparative assessment of leading international trade promotion organisations highlighted the importance of integrated services, including market development, exporter capacity building and access to overseas markets.

The proposed restructuring includes limiting TDAP’s mandate to eight core functions, reorganising its board and management structure, and strengthening its regional network.

Digital platforms and artificial intelligence will also be introduced to improve operational efficiency, market intelligence and services provided to exporters.

The reform plan further proposes measurable key performance indicators and independent third-party evaluations to assess institutional effectiveness.

Prime Minister Shehbaz Sharif directed that qualified and professionally trained personnel be recruited through a transparent, merit-based process.

He emphasised that promotions within the organisation should be linked to performance and achievement of institutional targets rather than routine administrative procedures.

The prime minister also ordered the engagement of a reputable private audit firm to conduct independent performance and financial audits of TDAP.

Reforms to be completed by mid-2027

Officials presented a phased 12-month implementation plan covering approval, design, execution and independent evaluation of the proposed reforms.

The prime minister directed the authorities to complete the restructuring process and ensure implementation by the middle of 2027.

He said Pakistan possessed significant export potential due to its industrial capabilities and strategic geographical location, but greater institutional support was needed to help businesses capitalise on these advantages.

The government was facilitating industries and SMEs to strengthen their export capabilities, improve product standards and expand their presence in international markets, he added.

The proposed reforms are intended to make TDAP more responsive to exporters’ needs while improving coordination between government institutions, businesses and international trade partners.

Federal ministers Rana Tanveer Hussain, Jam Kamal Khan, Ahad Khan Cheema, Muhammad Aurangzeb, Attaullah Tarar, Shaza Fatima Khawaja and Dr Musadik Malik attended the meeting.

Adviser to the Prime Minister Haroon Akhtar, Minister of State Bilal Azhar Kayani and other senior government officials were also present.
