Pakistan Welcomes Türkiye-Doha Mediated Understanding; Urges Afghanistan to Ensure Concrete Action Against Terror Group

5 Min Read

Islamabad: Pakistan has welcomed the interim understanding reached in Istanbul under the joint mediation of Türkiye and Qatar, describing it as a significant step toward regional peace and stability. The development follows six days of intensive negotiations between delegations from Pakistan and the Afghan Taliban, during which Islamabad firmly upheld its stance on preventing cross-border terrorism and protecting its sovereignty.

Talks Focused on Terrorism and Regional Security

The Istanbul talks, hosted by Türkiye and Qatar, aimed to address Pakistan’s longstanding demand that Afghan soil must not be used for terrorism against the neigbouring country and that Kabul take decisive action against Indian-backed militant groups — particularly Fitna al-Kharij (TTP) and Fitna al-Hindustan (BLA). Despite several moments of deadlock, the discussions ultimately produced an interim mutual understanding, which both sides endorsed as a step toward sustainable peace.

Pakistan’s Delegation Praised for Professionalism

According to official sources, Pakistan’s diplomatic team demonstrated exceptional professionalism, presenting evidence-based arguments and maintaining a principled position throughout the talks. The perseverance and clarity of the delegation were instrumental in securing the agreement, which is widely regarded as a major diplomatic achievement and a reflection of Pakistan’s commitment to peace through dialogue.

Key Terms of the Interim Understanding

Under the new understanding, both sides reaffirmed their adherence to the Doha ceasefire, making it explicitly conditional on the cessation of terrorist activities against Pakistan from Afghan territory. The arrangement mandates Afghanistan to take verifiable, transparent, and effective action against all terrorist groups operating within its borders.

Joint Monitoring Mechanism to Ensure Compliance

To ensure accountability, a joint monitoring and verification mechanism will be established under the supervision of Türkiye and Qatar. This mechanism will function as an impartial body empowered to assess compliance and take action in the event of violations. The next round of talks is scheduled to take place in Istanbul on November 6, where further details of implementation will be finalized.

Pakistan’s Conditional Commitment to Peace

Pakistan has emphasized that while it remains committed to peace and stability on its western border, the ceasefire agreement is conditional and time-bound. Islamabad reiterated that the litmus test for Afghanistan’s commitment will be its ability to dismantle terrorist hideouts, disrupt logistical networks, and prosecute those responsible for cross-border attacks.

Warning Against Non-Compliance

Officials warned that if Afghanistan fails to provide credible, verifiable proof of compliance, or if terrorist activity continues from its soil, Islamabad will consider the ceasefire violated and reserves the right to take all necessary measures to defend its sovereignty and protect its citizens.

Realism and Resolve in Pakistan’s Approach

In its statement, Pakistan reaffirmed that it enters this phase in good faith but with realism, recognizing from past experience that durable peace requires sustained implementation, not merely formal promises.

Appreciation for Mediators and Broader Impact

Acknowledging the efforts of the mediators, Islamabad expressed gratitude to Türkiye and Qatar for their constructive role in facilitating dialogue and promoting mutual understanding. It underlined that the progress achieved in Istanbul represents not only a milestone for Pakistan and Afghanistan but also a positive development for broader regional and global security.

Unified National Stance on Peace and Sovereignty

The Government of Pakistan and the Armed Forces reiterated their unified position: peace remains our preference, yet protection of the country’s territorial integrity and national interest is non-negotiable.

Pakistan’s political and military leadership reaffirmed their commitment to continue efforts for peace, guided by prudence, national dignity, and unity — assuring the nation that every internal and external threat will be confronted with complete preparedness, resolve, and determination.
