Pakistan’s First Sustainable Panda Bond Wins Global Recognition

ISLAMABAD, September 16: Pakistan’s first Sustainable Panda Bond has received international recognition at the 2026 Asia-Pacific Climate Bonds Awards, marking a milestone in the country’s efforts to diversify sovereign financing and tap Chinese capital markets.

Finance Minister Senator Muhammad Aurangzeb said on Wednesday that Pakistan had received the Pioneer Sustainable Sovereign Panda Bond Issuer Award for its inaugural issuance.

The recognition relates to Pakistan’s CNY 1.75 billion Sustainable Development Panda Bond, issued in May 2026 as the country sought to broaden its investor base and access new sources of international financing.

According to Adviser to the Finance Minister Khurram Schehzad, the three-year bond carries a 2.5 percent coupon and attracted investor demand exceeding five times the issue size.

The strong subscription allowed Pakistan to access a new pool of institutional capital while strengthening financial ties with China and diversifying its sovereign borrowing sources, he said.

Pakistan Panda Bond Opens New Financing Market

Aurangzeb said the international recognition represented more than the success of a single financial transaction.

He said Pakistan was gaining access to new pools of global capital, strengthening international financial partnerships and making progress towards more diversified, market-based and sustainable financing.

The finance minister said the government was seeking to open new markets and build stronger foundations for sustainable economic growth.

Pakistan’s Panda Bond represented its entry into China’s onshore bond market, providing the government with an additional avenue for raising sovereign financing beyond its traditional international funding sources.

The transaction was completed through collaboration between the Government of Pakistan, Chinese authorities, the Asian Infrastructure Investment Bank (AIIB), Asian Development Bank (ADB), financial advisers, underwriters and other market participants.

Aurangzeb thanked the Climate Bonds Initiative, the Chinese government, AIIB, ADB, investors, advisers and underwriters for their roles in the transaction.

CNY 1.75 Billion Bond Drew Five-Times Demand

Khurram Schehzad said the response to the May issuance demonstrated investor interest in Pakistan’s entry into the Panda Bond market.

Demand exceeding five times the CNY 1.75 billion issue size provided a strong subscription level for the country’s inaugural transaction.

The three-year bond was priced with a 2.5 percent coupon, according to the Finance Ministry.

Schehzad said the transaction helped Pakistan diversify its financing sources, reach institutional investors in a new market and deepen financial engagement with China.

The award adds international recognition to Pakistan’s efforts to use sustainable financing instruments to mobilise capital for development while expanding its presence in international capital markets.

The government sees diversification of sovereign financing as a way to broaden its investor base and reduce dependence on a narrower range of external funding channels.

Aurangzeb said Pakistan would continue pursuing greater access to international markets as part of efforts to strengthen financing options and support sustainable economic growth.
