ISLAMABAD, November 3, 2026: Pakistan secured 11 cooperation agreements and advanced 14 skills and education projects during the 27th China Annual Conference and Expo for International Education (CACIE 2026), aimed at expanding international qualifications, vocational training and employment opportunities for Pakistani youth.
Chairman Prime Minister’s Youth Programme (PMYP) Rana Mashhood Ahmad Khan concluded his official visit to China on Tuesday after participating in education and industry cooperation engagements from October 27 to November 3.
According to the Prime Minister’s Office, Pakistan recorded the highest number of agreement signings among partner countries participating in CACIE 2026.
Of the 11 agreements, three directly involve PMYP and Chinese institutions, including the China Global Professional and Technical Certification Center, Jilin Electronic Information Vocational and Technical College and Peili Vocational College.
The remaining eight agreements connect Pakistani institutions, including the University of Lahore, Ghazi University, NUTECH Karachi, Preston Institute of Management Science and Technology and Punjab TEVTA, with Chinese vocational colleges.
The partnerships cover mechatronics, renewable energy, mobile communications, nursing, modern agriculture, cross-border e-commerce and internationally recognised skills certification.
The visit also resulted in the launch or announcement of 14 skills and education initiatives, including an International Nursing Talent Training Base, a Cross-Border E-Commerce Talent Training Base, Pakistan Tiangong College and a Joint Teacher Training Center.
New cooperation committees focusing on industrial robotics and electronic information engineering were also among the initiatives.
In a development linked to Pakistan’s railway modernisation plans, Rana Mashhood held strategic discussions with China Railway Group Secretary Han Hui regarding skills training and employment opportunities associated with the Main Line-1 (ML-1) railway upgrade.
Following the discussions, Han Hui travelled to Pakistan to begin work on training and employment initiatives connected to the railway project, according to the statement.
The PMYP chairman also highlighted progress in faculty development and student exchanges. Jilin Electronic Information Vocational and Technical College has trained 10 Pakistani faculty members and is scheduled to enrol 15 Pakistani students in a Chinese language programme beginning in November.
“Every student enrolled and every teacher trained is a step toward a stronger, more skilled Pakistan,” Rana Mashhood said.
In the renewable energy sector, he jointly launched the International Green Power Talent Development Base with the China Electricity Council, Thailand’s Office of the Vocational Education Commission and TANG International Education Group.
Addressing the Belt and Road International Forum on Industry-Education Cooperation, Rana Mashhood emphasised the importance of aligning vocational education with industry requirements, developing joint academic programmes and expanding international certification opportunities.
He also participated in the International Seminar on Green Energy Talent Exchange and held meetings with Pakistan’s Ambassador to China Ali Asad Gillani and senior embassy officials to discuss diplomatic support for education partnerships.
Separately, he met Benjawan Pokpong, Director of the Bureau of Cooperation at Thailand’s Office of the Vocational Education Commission, to explore cooperation among Belt and Road partner countries.
During the visit, Rana Mashhood presented the China-Pakistan International Education Cooperation Awards 2025-2026 under the auspices of the Embassy of Pakistan in Beijing.
The PMYP China Secretariat, based at TANG International Education Group’s headquarters in Beijing, will coordinate implementation of the agreements and projects between government agencies, educational institutions and industry partners.
Rana Mashhood said the initiatives reflected the government’s commitment to youth empowerment under Prime Minister Shehbaz Sharif and supported its vision of a skilled, empowered and digitally connected Pakistan.
