NSPP holds key roundtable to shape Pakistan’s National Housing Policy 2025

Lahore — The National Institute of Public Policy (NIPP) at the National School of Public Policy (NSPP) hosted a high-level roundtable discussion titled “National Housing Policy 2025: On the Anvil,” bringing together senior policymakers, urban development experts, architects, practitioners and academics to review the proposed contours of Pakistan’s upcoming National Housing Policy.

Opening session sets tone for policy review

The session opened with welcoming remarks by Dr. Naveed Elahi, Dean NIPP, who underscored the need for a modern housing policy aligned with Pakistan’s evolving urban landscape, sustainability priorities and inclusive development goals. The NIPP research team also presented an analysis of the draft policy.

Expert panel highlights diverse perspectives on housing sector

A panel of distinguished speakers contributed to the discussion, including Dr. Nasir Javed, Urban Development Specialist and former CEO of Urban Unit; renowned architect and former NCA Lahore head Kamil Khan Mumtaz; Pakistan Infrastructure Development Company CEO and National Construction Ltd. MD Waseem Bajwa; Punjab Affordable Housing Program Director Imran Ali Sultan; UMT School of Architecture and Planning Dean Dr. Fariha Tariq; and Punjab Housing & Town Planning Agency Director General Khawaja Muhammad Sikander Zishan.

Key themes: affordability, planning reforms, and innovation

Participants examined key themes such as affordable and rental housing models, urban planning and land-use reforms, financing and public-private partnership options, green and resilient housing infrastructure, technological innovation in housing delivery, and strategies to address regional disparities, including rural housing needs.

NSPP leadership stresses need for inclusive, forward-looking policy

In his closing remarks, NSPP Rector Dr. Muhammad Jamil Afaqi said Pakistan’s rapid urbanization demands a forward-looking and inclusive housing policy that ensures all citizens have access to safe, affordable and sustainable living spaces. He noted that the insights generated from the roundtable would feed into the consultative process shaping the final National Housing Policy 2025.

NSPP to compile comprehensive report for government review

Following the discussion, NSPP announced that it will prepare a comprehensive report based on the panel’s recommendations for submission to the government and relevant stakeholders.
