ISLAMABAD, November 8, 2026: The National Electric Power Regulatory Authority (NEPRA) has increased electricity prices by Rs2.37 per unit under the September 2026 fuel price adjustment, adding to electricity costs for consumers across Pakistan.

The power regulator has issued a notification confirming that the increase will be reflected in electricity bills for November 2026. The adjustment will also apply to K-Electric consumers in Karachi.

The increase follows a request from the Central Power Purchasing Agency (CPPA), which had sought a higher adjustment of Rs2.56 per unit for electricity generated during September.

NEPRA approved a slightly lower increase after reviewing the fuel cost adjustment request.

The monthly fuel price adjustment mechanism allows electricity tariffs to be revised according to changes in power generation fuel costs.

Electricity bills to reflect new adjustment

According to NEPRA’s notification, the Rs2.37 per unit increase will be included in November electricity bills.

The adjustment relates to electricity generated in September 2026 but will be recovered from consumers during the November billing cycle.

K-Electric customers will also be covered by the approved adjustment.

The additional amount payable will depend on electricity consumption and the applicable billing provisions.

NEPRA reduces relief for industrial and agricultural consumers

Separately, NEPRA has decided to reduce the relief available to industrial and agricultural consumers under the government’s incremental electricity consumption package.

The regulator has approved an increase of Rs2.32 per unit in the applicable incremental consumption rate.

Under the decision, the rate for additional electricity consumption will rise from Rs22.98 to Rs25.30 per unit.

Incremental electricity consumptionRs22.98Rs25.30Rs2.32

The federal government currently provides relief ranging from Rs11 to Rs15 per unit to eligible industrial and agricultural consumers under the incremental consumption scheme.

The revised rate would reduce the benefit available on additional electricity usage.

NEPRA has forwarded its decision to the federal government for notification, with the new rate intended to apply from the November 2026 billing month.

NEPRA members disagree over revised tariff

The decision to revise the incremental consumption rate was approved through the casting vote of the NEPRA chairman.

Two members of the regulatory authority, Amina Ahmed and Maqsood Anwar Khan, recorded dissenting opinions.

In their dissenting notes, the members questioned the justification for setting the revised incremental consumption rate at Rs25.30 per unit.

Their objections highlight differences within the regulator over the calculation and application of the revised tariff.

The federal government will issue the relevant notification for implementation of the industrial and agricultural tariff adjustment.

What the electricity price increase means for consumers

The latest fuel price adjustment will increase electricity charges for affected consumers in November, with the additional cost depending on the number of units consumed.

For illustration, a Rs2.37 per unit adjustment would add Rs474 to the electricity charges of a consumer using 200 units, before any applicable taxes or other billing adjustments.

Meanwhile, industrial and agricultural consumers using additional electricity under the government’s relief package could face higher costs if the revised incremental consumption rate is notified.

The two decisions come as electricity affordability remains a concern for households, businesses and agricultural consumers.
