KARACHI: Mari Energies Limited has issued a clarification regarding media reports about the bidding process for the sale of up to 35 percent gas from the Spinwam Gas Field, stating that the process is being conducted in full compliance with the applicable regulatory and legal framework.
In a notice submitted to the Pakistan Stock Exchange (PSX), the company said the bidding process follows the framework approved by the Council of Common Interests (CCI), the Petroleum (Exploration and Production) Policy 2012, S.R.O. 11(I)/2025, the OGRA Ordinance 2002, Natural Gas Licensing Rules 2002, and the Third-Party Access regime.
The clarification was issued in response to reports published in national newspapers regarding the eligibility requirements for participants in the bidding process.
Mari Energies stated that the approved framework requires gas sales to be conducted through a transparent and competitive process. The company emphasized that all necessary regulatory approvals, including an OGRA licence, must be obtained before the execution of commercial agreements or the commencement of any regulated activity.
The company said it is not seeking any exemption, special treatment, or relaxation from regulatory requirements. According to Mari Energies, the licensing requirement is intended to apply before implementation of a Gas Sale and Purchase Agreement and before gas supply begins, rather than as a pre-bid condition restricting participation only to existing licence holders.
The company noted that this interpretation is consistent with the framework’s objective of promoting competition, transparency, a level playing field, and optimal utilization of indigenous gas resources.
Mari Energies further clarified that no Gas Sale and Purchase Agreement will be executed and no gas supply from the Spinwam Gas Field will commence unless the required OGRA licence and all other regulatory approvals have been granted.
The clarification was communicated to the Pakistan Stock Exchange for dissemination to TRE certificate holders.
