LOWER DIR: District Monitoring Officer Right to Public Services (RTS) Commission Lower Dir Zia-ur-Rehman met former MNA and Jamaat-e-Islami Lower Dir District Ameer Maulana Asadullah Khan to discuss public access to government services and the commission’s role in ensuring timely service delivery.

During the meeting, Zia-ur-Rehman briefed Maulana Asadullah Khan on the objectives of the RTS Commission, which include improving transparency, service quality and timely delivery of government services.

According to the information provided, 170 services from 16 government departments have so far been notified under the RTS Act. These include nine services of the district administration, such as domicile and inheritance transfers, as well as 18 local government services, including birth, marriage and death certificates.

Services such as FIR registration, police verification and driving licences are also covered under the notified services.

Complaint Mechanism

Citizens have the right to receive notified services within the prescribed timeframe. If a service is delayed or there is a deficiency in its provision, an applicant can file a complaint with the administrative secretary of the relevant department, who serves as the appellate authority under the RTS Act 2014.

The appellate authority is required to conduct proceedings and decide the complaint within 30 days. If no action is taken or the applicant is dissatisfied with the decision, an appeal can be filed with the RTS Commission.

Complaints can be submitted through the commission’s website by using the “Submit A Complaint” option. Citizens can also use the RTS Complaint Management App available for smartphones.

Services To Be Digitised

The information states that the RTS law was amended by the provincial assembly in February 2026. Under the amendment, provincial departments are required to notify all services provided to the public within one year and digitise them within two years.

Maulana Asadullah Khan welcomed the RTS Commission’s efforts to improve public access to government services and assured the district monitoring officer of political, social and religious support for the initiative.

He also called for government institutions and relevant authorities to implement the commission’s rules so citizens can benefit from timely and transparent public services.
