LAHORE – Lahore High Court Chief Justice Aalia Neelum has directed police authorities in Punjab to stop registering criminal cases against underage drivers, stressing that awareness campaigns must precede punitive action.
Concern Over Minors in Custody
During proceedings, Justice Neelum expressed concern over reports that children riding motorcycles and cars were being arrested, kept in lockups, and presented in handcuffs before courts. She said minors should first be warned through awareness drives, and legal action should only be considered if violations continue.
Traffic Cases and Statistics
Punjab Inspector General of Police informed the court that 18,000 traffic cases had been registered recently, including 296 against minors. The Chief Justice underlined that children must wait until they are eligible for driving licenses before operating vehicles.
Orders on Lawyers’ Chambers
In a separate matter, Justice Neelum also took notice of the sealing of lawyers’ chambers without prior notice. She directed the Punjab IGP and Chief Secretary to halt such actions immediately and conduct a full review. The Chief Justice warned that unlawful measures against lawyers would not be tolerated.

Lawyers welcomed the directives, describing them as a safeguard for civil and legal rights. They praised the court’s intervention in both matters, noting the emphasis on lawful procedures and protection of professional spaces.
