Islamabad — The Korea International Cooperation Agency (KOICA) Pakistan Office has announced the successful conclusion of feasibility studies for the project titled “Project for Improving PCRWR Research Infrastructure and Enhancing Integrated Water Resources Management Capacity.” Conducted by KOICA experts from November 2 to 14, 2025, the study paves the way for a landmark initiative scheduled for implementation between 2026 and 2032, with an estimated budget exceeding USD 12 million.
Project Cornerstone: Modernization and Real-Time Monitoring
At the heart of the project lies the modernization of the Pakistan Council of Research in Water Resources (PCRWR) infrastructure. A state-of-the-art automated groundwater and surface-water monitoring network will be established across Islamabad and Sindh province.
This advanced system will deliver real-time data on groundwater levels and quality, providing policymakers and water managers with critical insights for sustainable resource planning and climate adaptation strategies.
Capacity Building and Academic Collaboration
The initiative also emphasizes human capital development. PCRWR professionals will undergo specialized training in advanced groundwater and water quality modeling techniques, equipping them with cutting-edge scientific tools.
Additionally, KOICA has pledged four postgraduate scholarships — two PhD and two Master’s degrees — at leading Korean universities. This academic collaboration aims to foster innovation and strengthen international research ties in the water sector.
Stakeholder Engagement
During the feasibility phase, the Korean delegation held extensive consultations with key stakeholders, including the Capital Development Authority (CDA), Karachi Water & Sewerage Company (KW&SC), Public Health Engineering Department Sindh (PHED Sindh), and Sindh Environmental Protection Agency (SEPA).
These discussions refined technical plans and finalized field implementation sites, ensuring alignment with local needs. The initiative underscores Pakistan’s commitment to advancing water research and sustainable management amid climate challenges, while reflecting KOICA’s confidence in PCRWR’s technical capacity to drive transformative change.
