KARACHI: Halqa-e-Fikr-o-Nazar held a ceremony in Karachi to honor renowned social activist Javed Rais in recognition of his lifelong contributions to the rights of persons with disabilities and his recent conferment of the Tamgha-e-Imtiaz, one of Pakistan’s highest civilian awards.
The event brought together social leaders, legal experts, media personalities, civil society representatives, and disability rights advocates to celebrate Javed Rais’s achievements in promoting inclusion, accessibility, and equal opportunities for persons with disabilities.
Tribute to a Lifelong Advocate
Former Sindh Assembly member Kishwar Zehra, who attended as the chief guest, praised Javed Rais for his longstanding commitment to the welfare and empowerment of persons with disabilities.
She also commended Shahida Khurshid, Chairperson of Halqa-e-Fikr-o-Nazar, and her team for organizing the recognition ceremony.
Commitment to Inclusion and Accessibility
Addressing the gathering, Shahida Khurshid highlighted Javed Rais’s role in advancing inclusive education, equal employment opportunities, and social inclusion through collaboration with civil society, policymakers, and international organizations.
She noted that Rais received the International Lifetime Achievement Award in the United States in 2018 before being honored with Pakistan’s Tamgha-e-Imtiaz. She said he has consistently advocated that accessibility and inclusion are fundamental rights for every individual.
Contributions to Disability Rights
Vice Chairperson Prof. Dr. Sajida Parveen said Javed Rais has worked extensively to promote the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), support barrier-free environments, and encourage the active participation of persons with disabilities in public decision-making.
Dr. Farhana Owais, General Secretary of Halqa-e-Fikr-o-Nazar, highlighted Rais’s international training in Independent Living in Japan and the United States and his work with organizations including UNHCR, CBM International, the World Bank, and the National Council for the Disabled Persons (NCDP).
She also credited him with playing an important role in increasing the government employment quota for persons with disabilities in Sindh from 2 percent to 5 percent.
Speakers Praise His Public Service
Several speakers, including Ghazi Salahuddin, Advocate Saleem Thapra, Sohail Baig Noori, and Shahid Khameesa, described Javed Rais as a symbol of resilience and dedication, saying his efforts have inspired many people and strengthened disability rights advocacy in Pakistan.
The ceremony concluded with a vote of thanks by Shahid Saati, Joint Secretary of Halqa-e-Fikr-o-Nazar.
