ISLAMABAD: The Islamabad High Court has ordered the complete closure of all shisha cafes in the federal capital until new rules governing their operations are formulated.

Chief Justice of the Islamabad High Court Sarfraz Dogar issued the directions on October 14, 2026. According to the report, the court ordered that all shisha cafes remain closed until the relevant regulations are finalised.

The court also directed authorities to withdraw previously issued no-objection certificates (NOCs) granted to shisha cafes.

The order covers all types of shisha cafes, including both indoor and outdoor establishments. Authorities have been directed to take strict legal action against those found violating the ban.

The court’s detailed written judgment is expected to be issued later.

Until the new rules are introduced, shisha cafes across Islamabad will remain closed in accordance with the court’s directions.
