Warnings from disaster management and meteorological authorities that a fresh monsoon spell could trigger urban flooding in major cities across Punjab and Sindh are yet another reminder of how poorly prepared Pakistan’s urban centres remain for heavy rainfall. Cities such as Rawalpindi, Lahore, and Multan in Punjab, and Hyderabad, Umerkot, and Tando Allahyar in Sindh, have all been flagged as vulnerable. This is not unusual during the monsoon season, but what makes this year’s warning particularly striking is that the Met Office has forecast below‑normal rainfall overall. Even with less rain, a sudden burst can overwhelm drainage systems faster than the ground can absorb it, exposing the fragility of urban infrastructure.
The problem of flooding is no longer confined to low‑lying neighbourhoods. It has become a structural feature of how Pakistan’s cities have grown. Unplanned construction has taken place over drainage channels and wetlands that once absorbed excess water. Natural waterways have been encroached upon, storm‑water systems remain designed for outdated rainfall patterns, and drains are clogged with solid waste. These conditions ensure that even moderate downpours can paralyse urban life.
The official response continues to be reactive. Drains are cleared only after rain begins, pumps are deployed once roads are already submerged, and warnings are issued and forgotten until the next spell. This is crisis management masquerading as preparedness. Most cities lack comprehensive flood‑risk maps, functioning drainage master plans, or clear chains of command to determine who acts first as water levels rise. Responsibilities for drainage, roads, water supply, and disaster response remain scattered across departments that rarely coordinate before a flood and mostly trade blame afterwards.
Climate change has rendered old planning assumptions obsolete. Cities now face short, intense downpours capable of overwhelming drains within minutes, not the gradual rainfall patterns for which systems were designed decades ago. Every new road, housing scheme, or commercial project should be assessed for its impact on natural water flow before approval, not after damage becomes visible. Existing drains must be redesigned and expanded to match current rainfall intensity, rather than patched up hurriedly before the monsoon.
Pakistan cannot control how much rain falls, but it can control how much damage results. Each year, governments assure citizens that they are prepared, yet the first heavy downpour exposes the hollowness of those claims. What is needed is sustained investment in drainage infrastructure, backed by empowered local governments that maintain systems throughout the year, not just during the rainy season. Without such reforms, urban flooding will remain a recurring disaster, turning predictable weather into avoidable crises.
