China Concludes 2025 World AI Conference with Global Action Plan and Cooperation Proposal

The 2025 World Artificial Intelligence (AI) Conference & High-Level Meeting on Global AI Governance concluded in Shanghai on July 28, marking a major milestone in shaping the future of artificial intelligence development and global cooperation. The three-day summit brought together over 800 AI companies and representatives from more than 70 countries, with significant breakthroughs in global AI governance.

 

Chinese Premier Li Qiang addressed the opening ceremony, outlining China’s vision for responsible AI development and governance. In his keynote speech, Premier Li made three key proposals: ensuring equitable and universal access to AI technologies, encouraging innovation through global cooperation and talent exchange, and developing a shared governance framework for safe and accountable AI advancement.

 

A major highlight of the conference was the adoption of the Action Plan for Global AI Governance, a comprehensive roadmap featuring 13 actionable points to guide the development and use of AI worldwide. The plan stresses respect for national sovereignty, fairness, and collaborative governance, with a strong focus on addressing global energy and environmental challenges through AI solutions. According to the Foreign Ministry spokesperson Guo Jiakun, this plan reflects China’s proactive contribution to improving global AI governance through shared wisdom and inclusive principles.

Further underlining its commitment to multilateralism, China proposed the establishment of a World Artificial Intelligence Cooperation Organization, a new international body aimed at bridging the global AI divide and promoting AI for the common good. The organization, tentatively to be headquartered in Shanghai, is envisioned as a hub for dialogue, coordination, and joint innovation among nations, particularly amplifying the voice of the Global South in shaping AI’s future.

 

In addition to the diplomatic and governance milestones, the conference also served as a major industrial and academic exchange platform. More than 3,000 AI technologies and products were showcased, including over 100 world and China-firsts. An innovation incubation zone further highlighted the potential of transforming core technologies into practical industrial applications.

 

Spokesperson Guo Jiakun emphasized that China will remain committed to international AI cooperation and inclusive development, aiming to ensure that AI serves humanity as a force for good, innovation, and shared prosperity.
