CDA reviews solid waste management reforms, plans scientific landfill for Islamabad

ISLAMABAD, Jan 20, 2026: The Capital Development Authority (CDA) on Tuesday reviewed measures to improve the solid waste management system in Islamabad, with a focus on sustainable sanitation solutions, outsourcing services, and the establishment of a modern scientific landfill site.

The meeting, held at the CDA Headquarters, was chaired by Muhammad Ali Randhawa, Chairman Capital Development Authority and Chief Commissioner Islamabad. Senior officials, including CDA Board Member Finance Tahir Naeem, Member Engineering Syed Nafasat Raza, Member Planning and Design Dr Khalid Hafiz, Member Environment Esfandyar Baloch, Deputy Commissioner Islamabad Irfan Nawaz Memon, Director General Environment, and other relevant officers, attended the session.

Officials discussed the improvement of the existing solid waste management system and the formulation of a long-term strategy to address cleanliness and sanitation challenges in the federal capital. Chairman CDA Muhammad Ali Randhawa said the authority aims to adopt immediate and sustainable solutions to ensure a cleaner and healthier Islamabad.

The meeting reviewed progress on the outsourcing of solid waste management services. Officials were informed that the bidding process is advancing rapidly, with multiple service packages prepared covering both urban and rural areas. The outsourcing framework will include both primary and secondary waste collection services.

Chairman CDA directed that strict fines and legal action be imposed on individuals and groups involved in littering or dumping waste at unauthorised locations across the city.

Discussions also focused on upgrading existing transfer stations and establishing a new, modern landfill site. The chairman instructed officials to expedite the upgradation of the current transfer station and begin work on additional transfer stations to improve waste handling efficiency.

He said the new landfill site would be developed in line with the latest scientific principles and international best practices, ensuring environmental sustainability and compliance with global standards.

Chairman Randhawa said these initiatives would mark a significant step toward providing a clean and healthy environment for residents of the federal capital, adding that all available resources are being mobilised to establish an efficient and modern sanitation system in Islamabad.
