ISLAMABAD, October 17, 2026: The Capital Development Authority (CDA) is exploring cooperation with the International Finance Corporation (IFC) to modernise Islamabad’s water supply system and improve the efficiency, reliability and sustainability of water services in the federal capital.

The initiative is being pursued under the vision of Federal Minister for Interior Syed Mohsin Raza Naqvi, the leadership of CDA Chairman Sohail Ashraf and the supervision of Director General Islamabad Water Agency Sardar Khan Zimri.

In this regard, CDA has held discussions with IFC representatives regarding proposed technical and financial assessments of Islamabad Water’s existing infrastructure. The proposed cooperation will focus on improving operational efficiency, conserving energy and promoting sustainable management of water resources.

Under the initiative, a comprehensive assessment of approximately 200 tube wells, 40 overhead water tanks and associated pumping stations is proposed. The assessment will examine the performance of the existing system and identify areas for improvement.

The review is expected to cover electricity consumption, water pressure, distribution efficiency, operational and maintenance costs, and the overall performance of the existing water supply infrastructure.

CDA and IFC are also exploring the feasibility of introducing a modern Supervisory Control and Data Acquisition (SCADA) system. The technology could enable real-time monitoring, automated control and improved operational management of Islamabad’s water supply network.

According to CDA, a SCADA-based system could help identify operational inefficiencies, improve monitoring of water distribution and support more informed, data-driven decision-making.

Following the initial assessment, technical documentation as well as financial and administrative feasibility studies are proposed to be prepared. Subject to completion of the required assessments, approval by the competent forums and compliance with applicable rules and regulations, an international competitive bidding process may be considered for implementation.

The scope of services, responsibilities of the selected company and other contractual obligations will be determined in accordance with the final agreement and approved terms and conditions.

The primary objectives of the proposed initiative include reducing unnecessary electricity expenditure, improving water supply operations, promoting the use of modern technology and exploring sustainable solutions to meet the water requirements of Islamabad’s growing population.

CDA said it remains committed to utilising available resources and exploring appropriate technological and institutional partnerships to strengthen the capital’s water management system.

Through planned modernisation and improved operational practices, Islamabad Water aims to enhance the reliability of water supply services while promoting the responsible and sustainable use of water resources.

The proposed cooperation with IFC is intended to assess modern water management solutions and identify feasible measures for developing a more efficient, resilient and sustainable water supply system for Islamabad.
