Allegations of misconduct surface at BISP Nashonuma Centre in Shangla

SHANGLA: Allegations of corruption and exploitation have emerged against staff at the Benazir Nashonuma Programme Facilitation Center operating under the Benazir Income Support Programme (BISP) at the District Headquarters Hospital in Alpura, Shangla.

Multiple women beneficiaries have accused staff members of demanding food items and exerting pressure for unnecessary medical procedures, raising concerns about the integrity of services intended for vulnerable mothers and children. No official statement has yet been issued by BISP authorities, the district administration, or the partner organisation managing the facility.

The Nashonuma Programme provides nutritional supplements, health awareness and financial assistance to pregnant and lactating women from low-income households to address malnutrition and improve maternal and child health outcomes.

Allegations by beneficiaries

Several women told local sources that a female staff member allegedly demanded items such as desi ghee, eggs, yogurt and honey, warning that failure to comply could result in suspension of benefits, including nutritional supplements and cash assistance.

Some beneficiaries also alleged they were pressured to undergo ultrasounds at private clinics instead of government facilities, increasing financial strain on families. They claimed that refusal to follow such instructions led to threats of removal from the programme. Allegations of possible commissions linked to private referrals have been raised by complainants but remain unverified.

In addition, residents alleged that nutritional supplies distributed at the centre were later diverted and sold in the local market. Claims have also surfaced that women who did not provide gifts or cash faced delays in payments or blockage of accounts.

Some complainants further alleged that the staff member invoked family connections to discourage complaints. These claims have not been independently verified.

Calls for inquiry

The allegations have prompted public concern in the area, with community members and civil society representatives calling for an impartial investigation. Among their demands are the temporary suspension of the accused staff member pending inquiry, protection for complainants, and an audit of supplies and funds allocated to the centre.

Local residents have urged authorities to strengthen oversight mechanisms to prevent potential misuse of welfare programmes.

As of filing this report, officials from BISP and the district administration have not issued a formal response to the allegations.
