ISLAMABAD, November 4, 2026: Benazir Income Support Programme (BISP) Chairperson Senator Rubina Khalid has announced that women beneficiaries will be able to withdraw their financial assistance from authorised retailers of any of the programme’s six partner banks across Pakistan under a new interoperable digital payment system.

The facility, being introduced alongside BISP’s digital wallet initiative, will allow beneficiaries to collect payments without being restricted to a particular city or bank’s retail network.

Senator Rubina Khalid explained the arrangements during a live e-Kachehri held at BISP headquarters and broadcast through the programme’s official Facebook account. She also heard complaints from 25 callers across the country and directed officials to resolve their grievances on priority and submit prompt reports.

She said the digital wallet initiative had been launched on the instructions of President Asif Ali Zardari and Prime Minister Shehbaz Sharif to improve the security and transparency of payments to women beneficiaries.

Under the interoperability arrangement, beneficiaries will be able to withdraw funds through authorised retailers of HBL, Habib Microfinance, Bank Alfalah, Telenor Microfinance, Bank of Punjab and Mobilink/Jazz Bank.

Senator Rubina Khalid advised women to obtain their free Benazir SIM cards exclusively from BISP offices, bringing their original Computerised National Identity Cards (CNICs) and personal mobile phones.

She warned beneficiaries against obtaining or activating SIM cards through franchises, retailers or unauthorised individuals. SIM activation will be carried out by representatives of the relevant mobile operators at designated BISP locations.

Beneficiaries should also ask BISP staff to insert the SIM cards directly into their mobile phones, she said.

Explaining the withdrawal process, the chairperson said beneficiaries must present their original CNICs and complete biometric verification to receive payments.

Once assistance is transferred to a digital wallet, the relevant bank will send a confirmation message to the beneficiary’s Benazir SIM. Women should check this notification before visiting an authorised retailer.

A second message containing withdrawal details will be issued after the transaction. Senator Rubina Khalid advised beneficiaries to retain both messages as payment records and never hand their mobile phones to retailers, agents or other individuals.

She also urged women with expired CNICs to renew them through the National Database and Registration Authority (NADRA) to avoid difficulties in receiving assistance.

Regarding eligibility assessments, she clarified that BISP surveys determine whether households qualify for financial support and cannot be repeated within two years of a previous survey.

Beneficiaries were therefore advised against repeatedly visiting BISP offices to request fresh surveys before the prescribed period.
