BISP Chairperson Senator Rubina Khalid marks Pakistan’s Constitution Day

ISLAMABAD: Chairperson of the Benazir Income Support Programme (BISP), Senator Rubina Khalid, said that Pakistan’s Constitution Day symbolizes national consensus, democratic continuity, and the protection of citizens’ fundamental rights. Her message highlights the enduring significance of the 1973 Constitution and its role in shaping the country’s democratic and welfare framework.

In her statement issued on the occasion, Senator Khalid noted that the 1973 Constitution, enacted under the leadership of former prime minister Zulfikar Ali Bhutto, provided Pakistan with a unanimously agreed constitutional structure. She emphasized that the document continues to serve as the foundation of governance, guaranteeing justice, equality, and fundamental rights for all citizens.

She also paid tribute to former prime minister Benazir Bhutto for her historic struggle to restore the Constitution and strengthen democratic institutions. Referring to subsequent constitutional developments, Senator Khalid highlighted that the 18th Constitutional Amendment, introduced during the presidency of Asif Ali Zardari, reinforced the parliamentary system and advanced provincial autonomy.

The BISP chairperson further stated that Bilawal Bhutto Zardari continues to advocate for constitutional supremacy, democratic values, and the protection of public rights. She underscored that social protection and the welfare of vulnerable communities are central to the Constitution’s vision.

According to Senator Khalid, the Benazir Income Support Programme represents a practical implementation of the Constitution’s welfare principles by providing financial assistance to underprivileged families. She added that women’s economic empowerment and financial inclusion remain key priorities aligned with the constitutional vision.

Emphasizing institutional harmony, she stated that the strength of democracy depends on the supremacy of the Constitution and that all state institutions must operate within their constitutional limits. Concluding her message, Senator Khalid said that Constitution Day conveys a message of the rule of law, national unity, and democratic stability, reaffirming that the Pakistan Peoples Party will continue its mission of safeguarding the Constitution and serving the public.
