ISLAMABAD, Tuesday, September 22, 2026: Benazir Income Support Programme (BISP) Chairperson Senator Rubina Khalid on Tuesday held a live E-Katchery at BISP Headquarters in Islamabad, directly hearing complaints and concerns from beneficiaries across Pakistan and ordering officials to resolve them on a priority basis.
During the live E-Katchery, broadcast through BISP’s official Facebook account, 31 callers from across the country contacted the chairperson by telephone and raised issues related to the programme.
Rubina Khalid directed the relevant officials to ensure swift resolution of all complaints received during the E-Katchery and submit reports on the action taken.
She also issued important instructions to women beneficiaries regarding CNIC renewal, free Benazir SIMs, digital wallets and the new interoperable payment system.
The BISP chairperson advised beneficiaries whose CNICs have expired to immediately get them renewed through the National Database and Registration Authority (NADRA) to avoid difficulties in receiving their stipends.

Digital Wallet System For BISP Payments
Rubina Khalid said BISP had introduced a digital wallet system on the directives of President Asif Ali Zardari and Prime Minister Shehbaz Sharif to ensure safer and more transparent payments to women beneficiaries.
She described the digital wallet and interoperability initiative as a facility designed to make access to BISP payments easier and more convenient for women.
Under the interoperable payment system, beneficiaries will no longer be restricted to a particular city or a retailer associated with only one bank.
Women will be able to collect their payments from authorised retailers of any of BISP’s six partner banks across Pakistan.
The partner banks include HBL, HBL Microfinance Bank, Bank Alfalah, Telenor Microfinance Bank, Bank of Punjab and Mobilink/Jazz Bank.
Free Benazir SIMs Only From BISP Offices
Rubina Khalid advised beneficiaries who have not yet received their free Benazir SIM, or who obtained a SIM elsewhere, to collect the designated SIM only from their nearest BISP office.
Women should bring their original CNIC and personal mobile phone when collecting the SIM.
She warned beneficiaries not to obtain or activate Benazir SIMs through franchises, retailers or unauthorised individuals.
The SIM will be activated at a designated BISP site by a representative of the relevant mobile company.

Beneficiaries Warned Not To Hand Phones To Retailers
Explaining the digital payment process, Rubina Khalid said beneficiaries would receive a message on their Benazir SIM from the relevant bank once funds had been transferred to their digital wallet.
Women should check this message before visiting an authorised bank retailer to withdraw their payment.
Beneficiaries will need their original CNIC and biometric verification to receive the money.
After withdrawal, the bank will send another confirmation message containing details of the amount collected. Rubina Khalid advised beneficiaries to keep both messages as a record of the transaction.
She particularly warned women never to hand their mobile phones to retailers, agents or any other person while receiving BISP payments.
BISP Clarifies Survey Rules
During the E-Katchery, Rubina Khalid also clarified that the BISP survey is conducted to determine a household’s eligibility for the programme.
Once a household has completed the survey, another survey cannot be conducted before two years have passed, she said.
She advised beneficiaries not to repeatedly visit BISP offices seeking another survey before becoming eligible for reassessment.
The live E-Katchery was part of BISP’s public outreach efforts aimed at providing beneficiaries with direct access to senior management, addressing complaints and raising awareness about payment procedures and programme requirements.
