Field Marshal Asim Munir has formally been appointed as Pakistan’s first Chief of Defence Forces (CDF) after President Asif Ali Zardari approved the summary forwarded by Prime Minister Shehbaz Sharif. The elevation places Asim Munir at the top of the country’s defence structure, a role he will hold alongside his position as Chief of Army Staff (COAS).
Historic appointment under new military reforms
According to the Prime Minister’s Office, the five-year appointment marks a major turning point in military leadership, making Asim Munir the first officer to simultaneously serve as COAS and Chief of Defence Forces under the updated legal framework. His appointment follows newly introduced amendments that reshape Pakistan’s defence hierarchy.
The government has also granted a two-year extension to Air Chief Marshal Zaheer Ahmed Babar Sidhu, allowing him to continue beyond March 2026.
Defence Ministry expected to issue formal notification
With approvals completed, the Ministry of Defence is expected to issue the official notification confirming Asim Munir’s new role. Law Minister Azam Nazeer Tarar said the delay occurred only due to the prime minister’s temporary absence from the country and that the appointment process remains straightforward.
He added that Article 243 clearly outlines the procedure for appointments like that of Asim Munir, requiring the prime minister’s recommendation and the president’s approval. Recent legal reforms expanded the tenure of such positions from three to five years and allowed for extensions or reappointments.
Asim Munir expresses confidence in national progress
During an informal conversation with journalists at the President’s House, Asim Munir said Pakistan was moving in a positive direction. He noted that progress was visible and that national indicators pointed toward improvement.

Prime Minister Shehbaz Sharif congratulated Asim Munir on becoming the country’s first Chief of Defence Forces, calling the newly created position aligned with modern defence requirements. He said Asim Munir’s leadership had strengthened the armed forces and contributed to key operational successes.
The prime minister also congratulated Air Chief Marshal Sidhu on his extended tenure and urged national institutions to work together to reinforce defence and development.
Recent constitutional and military law changes
Parliament recently passed the 27th Constitutional Amendment Bill, 2025, introducing reforms to Pakistan’s judicial and military frameworks. These reforms were followed by amendments to the Army, Air Force, and Navy laws to align them with the new system under which Asim Munir, as CDF, will operate.
Under the revised structure, Asim Munir’s tenure as CDF begins on the date of notification. A COAS elevated to Field Marshal will perform duties defined under the amended legislation.
Powers and structure under the amended law
The amendments abolish the office of Chairman Joint Chiefs of Staff Committee and introduce the post of Commander National Strategic Command. The prime minister will appoint the commander for a three-year term based on recommendations from the CDF and army chief — a process in which Asim Munir will play a central role.
The commander’s tenure or reappointment will not be subject to judicial review and will run independently of the retirement clauses that apply to other senior positions.
